Duties
  • You will provide expert consultation services on requirements, program, resource, assessment, oversight and community management issues for all facilities related environmental issues within the NAVFAC Lant area of responsibility.
  • You will assist in budget formulation, providing support to resolve execution issues, resource issues, community management issues and assessment and oversight issues as well as technical support for the Environmental Business Line.
  • You will serve as a supervisor for up to eight professional, administrative and technical civilian employees.
  • You will attend and participate in various federal, state and industry briefings, and professional society meetings to stay abreast of new management techniques, and new or high tech aspects of compliance programs and projects.
  • You will represent the Division at Execution Briefs, OPS meetings and other Command leadership functions as the acting Environmental Director when assigned.

      Qualifications

      Selective Placement Factor (SPF): If applying for this position as an Environmental Engineer (0819 series), you must have a current registration as a Professional Engineer (PE) from any state, the District of Columbia, Guam or Puerto Rico.       In addition to the SPF and Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: (1) Planning, programming, budgeting, and executing major environmental programs, including development of strategic plans, budget exhibits, acquisition plans, new requirements, policy statements, and standard operating procedures; (2) Applying broad general knowledge of principles and practices in environmental compliance, conservation, planning, and restoration; NAVFAC Directorates and Divisions including contracting, technical, business, legal, and financial; (3) Coordinating and integrating work within and across multiple organizations, assessing progress, optimizing processes, and resolving problems; and (4) Leading and facilitating multidisciplinary teams to achieve a common goal or directive involving complex programs or objectives.

      EDUCATIONAL REQUIREMENTS:

      FOR THE COMMUNITY PLANNING SERIES (0020): Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
    • Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

      Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.

    • Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

      EDUCATIONAL REQUIREMENTS (CONTINUED):

      Applicants for the General Natural Resources Management and Biological Sciences Series must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

      A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
      OR
      B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

      Applicants for the Environmental Engineering Series must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

      A. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
      OR
      B. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U.       D. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above).       E. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

      Applicants for the General Physical Science Series must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

      A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

      B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
