Summary As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met.

The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. This is a leadership position within the FAA Logistics Center.

Responsibilities This is a leadership position within the FAA Logistics Center that is designed to ensure the highest quality products and services are provided to Logistics Center customers throughout the FAA, interagency, and worldwide.

Directs the work of employees at the organizational unit level.

Managerial duties typically affect employees in one organizational unit, and include:

setting priorities, assigning tasks, position selections, promotions, approving leave, establishing performance standards and evaluations, training, approving funding for training, hearing and resolving complaints, taking or recommending corrective/disciplinary action as appropriate, resolution of grievances, and awards.

Requires knowledge of the techniques, theories, and characteristics of electronics such as a knowledge of the fundamentals of electronic theory, digital design fundamentals, elementary physics, electronic design.

The ability to apply that knowledge to duties involved in electronics repair functions including design improvement recommendations, test and repair procedures development, evaluation of serviceability of electronic systems, electronics testing, installation procedures, and maintenance of electronic equipment.

The incumbent has managerial authority over their organizational segment that provides Maintenance, Repair, and Overhaul (MRO) services required for FAA National Airspace System (NAS) systems, facilities, and other interagency and international customers' facilities operations worldwide.

Provides quality MRO services by managing a group of employees responsible for providing fabrication, testing, inspection, overhaul, repair, and modifications for multiple programs simultaneously.

Initiates and leads continuous process improvement activities utilizing Lean MRO and Constraints management techniques aimed at reducing process waste and delivering quality product while reducing cycle time.

Adjusts staffing levels and work assignments within the unit to accommodate resource allocation decisions made at higher echelons. Uses assigned budget, staff, and other resources to accomplish project/program objectives. Manages budget and requests additional resources, as needed. Contributes to budget planning process and projects short-term future needs.

Contacts are primarily within the organizational unit/major subdivision with employees, peers, and higher-level managers to discuss the status of projects/programs and to share information.

In some areas, may also have frequent contact with customers to explain policies, procedures or for other project/program purposes. Established guidelines, policies, and procedures typically govern work.

Resolves routine problems independently, but consults with higher-level management when existing guidelines are not available or applicable to complex problems.

May be called upon to assist in the development of new policies and procedures.

Individual and organizational performance is typically reviewed periodically by higher level management, often through status reports and organizational performance measures, to ensure timeliness, policy compliance, and alignment with project/program objectives.

This incumbent is responsible for maintaining and ensuring products and services are delivered in accordance with the FAALC quality system and customer service initiatives.

Qualifications To qualify for this position at the FV-I (FG/GS-13) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H, (FG/GS-12) level.

Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized Experience includes experience repairing complex electronic assemblies in a Maintenance, Repair and Overhaul (MRO) environment to include leading initiatives to improve repair and/or testing procedures for systems assigned; experience integrating program goals, priorities, and values; communicate effectively to targeted audiences; Applicant should include examples of specialized experience in their Work History.
