Nature of Work

Pinellas County Sheriff's Office is seeking to fill a vacancy of National Integrated Ballistics Information Network Technician.

Under the general direction of a Law Enforcement Lieutenant, or designee, perform advanced function in collecting, collating, analyzing, and disseminating data relevant to NIBIN.

The NIBIN Technician will provide administrative support to the Investigative Operations Bureau. Members are expected to work with some degree of independence. Work is reviewed through direct observation and results obtained.
Serves as the primary agency contact for NIBIN lead dissemination and reception bothinternally and externally
Analyzes firearms, fired ammunition components, unfired ammunition, and cartridge case images
Responsible for constant monitoring and data input of HUDDLE (NIBIN Lead Portal)
Completes initial review of the NIBIN lead, Identify corresponding incidents, complete NIBIN report
Responsible for constant monitoring and data input of NESS (NIBIN Enforcement Support System)
Disseminates No Lead Reports internally and externally in accordance with Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Minimum Required Operating Standards (MROS)
Coordinates ongoing requirements of ATF MROS on behalf of Investigative Operations Bureau
Performs quality control on instrumentation and maintain section logbooks
Maintains inventory of supplies and submit orders
Performs general housekeeping duties, including cleaning laboratory work areas, equipment, glassware, and utensils
Maintains integrity of evidence and chain of custody
Prepares reports to document involvement and results
Testifies in a clear, accurate, truthful, and professional manner
Liaisons with external agencies on an ongoing basis to support mission of NIBIN
Adheres to Federal, State, County, and local ordinances
Regular and reliable attendance is required as an essential function of the position
This position may be considered essential and, in the event of an emergency or natural disaster, may be required to work
Participates in Sheriff's Office recruitment and community relations activities as directed

Qualifications

Graduation from an accredited college or university with an Associate Degree
One year experience in NIBIN, or related gun crime investigative experience, with a law enforcement agency
Or equivalent combination of education and experience
Must possess a valid Florida driver's license
Consideration for this position requires a credit check

Knowledge, Skills, and Abilities

Ability to communicate effectively, clearly, and concisely, both orally and in writing with diverse individuals and groups
Ability to plan, coordinate and schedule projects
Ability to organize, multi-task, and complete administrative duties
Ability to perform system analysis and troubleshoot problems; including diagnosing whether they are hardware, software, or user related
Ability to read and comprehend technical and professional journals and manuals; reports, letters, memos, abstracts, instructions; legal documents, ordinances, and statutes
Ability to give sworn testimony in court
Ability to establish and maintain effective working relationships
Ability to maintain files and records and prepare reports and correspondence

Ability to handle confidential information
Ability to work within a laboratory environment within a law enforcement agency
Must be able to relocate to other county locations based upon operational needs
Ability with firearms, to include loading/unloading, firing, and dismantling which may have exposure to loud noise
Ability to drive a motor vehicle in a safe and efficient manner
