The Office of Security Coordination supports UNICEF's mandate by facilitating security risk informed decision making for programme delivery in all environments, engaging with all HQ division to ensure that the security is considered in UNICEF policy development and decision-making, and engaging with the United Nations Security Management System (UNSMS) to shape the development and implementation of UN security policies and procedures to ensure compatibility with UNICEF's mandate.
The Security Manager - Training P4 is located in New York Headquarters, EMOPS, Office of Security Coordination and reports to the Senior Emergency Manager (Deputy Principal Security Coordinator).
How can you make a difference?
The Security Manager - Training, under the supervision of the Deputy Principal Security Coordinator, will determine the specific security learning and training requirements for UNICEF; prioritize the security learning needs based on risk and resources; determine the standard required and design a learning strategy and training plan to achieve the standard.
S/he will develop appropriate security training packages and conduct the delivery of training both in HQ and the field, coordinate with UNSMS organisations on the development and delivery of security learning initiatives, as well as develop and deliver training of trainers to enhance the global capacity for delivery of basic packages.
S/he will also regularly conduct formal evaluation of the training and update/modify the training accordingly.Key Expected Results
1. Identification of UNICEF Specific Security Learning and Training Requirements
- Conduct and update needs analysis to identify and address the security learning and training gaps at the HQ, Regional and Country/Field levels.
- Through close liaison with UNDSS Training and Development Section and the IASMN Security Committee on Learning and Training (SCOLT), identifies existing programmes and any gaps in security learning and training that are not addressed or not addressed in sufficient detail through the UN Security Management System.
- Liaises closely with UNICEF Regional and Country level Security professionals to assist in identification of required and appropriate security training in the field.
- Contribute to the formulation of security knowledge sharing across UNICEF learning events.
2. Determine Training Standards and Design Training Plans
- Under the supervision of the Deputy Principal Security Coordinator, and in close liaison with the EMOPS Humanitarian Evidence and Learning Section, design training and learning programmes in accordance with the needs analysis and best practices to include direct training of UNICEF personnel as well as Training of Trainer programmes targeting fieldbased Security decision makers, Security professionals and operations managers as appropriate.
- Manage, design, develop, organize and facilitate security related learning and development activities using a variety of adult learning methodologies (workshops, distance learning, elearning, virtual exercise, tutorials, instructorled training) and platforms.
- Liaises closely with internal and external training organizations to determine best practices for learning and training design.
- Utilizes consistent and recognizable methodologies for the design of these programmes that will best adapt to the security needs of UNICEF at all levels.
- Determines the level of certification appropriate with each training and learning programme.
- Assesses global schedules of meetings, workshops and retreats to determine, coordinate, develop and/or facilitate the requirements for value added security learning programs.
- Develops an annual security training schedule including necessary field visits and regional training of trainers.
- Determine the budget and resource requirements for to implement the annual training schedule.
3. Development of UNICEF Security Training Packages
- Prepares dynamic and competencybased learning programmes for all UNICEF security requirements as identified in the needs assessment.
- Includes the use of appropriate training methodologies for adult learners, reference guides, practical exercise and other appropriate training methodologies and aids.
- Develop specific training required in the response to emergency crisis situations.
- Ensures the procurement of all required equipment and training aids to facilitate all training and learning programs.
- Develop training inputs to other UNICEF learning packages such as the Humanitarian Leadership Workshop, ERT learning progammes,etc.
- Develop of written materials, guides, manuals, etc. to be used for security learning development, and oversee the maintenances of learning material and the learning management system (AGORA) in order to maintain the quality and relevance of the material.
- Participates in the development of coordinated interagency security training strategies and policies for an efficient and effective security learning programmes.
- Represent UNICEF on the IASMN Standing Committee on Learning and Training and in any other learning related working groups.
- Liaises closely with UNDSS Training and Development Section and other UNSMS organization security training coordinators to ensure UNICEF is effectively prioritized where appropriate in interagency run training programmes.
4. Delivery of UNICEF Security Training
- With the support of Deputy Principal Security Coordinator will be responsible for the coordination and delivery of appropriate competencybased security training and learning activities for: UNICEF managers with security responsibilities; UNICEF Security professionals, contracted security personnel and all personnel as required.
- Maintain updated list of certified security trainers within UNICEF, including TDC and WSAT TOT.
- In close coordination with RSAs, coordinate efficient and effective use of trainers to support UNICEF needs where relevant.
- Coordinates the requirement and deliver of all security specific training with the appropriate HQ, Regional or Country offices.
- Organizes and coordinates all venues, logistics and administrative requirements for the training and learning activities.
- Acts as resource person and/or participates as a facilitator for security training conducted by Regional or Country Offices.
5. Evaluation and Updating of UNICEF Security Training Packages
- Ensures that analysis and regular audit of all training activities and programmes is conducted.
- Ensure all UNICEF certified trainers are regularly updated on curriculum adjustments and facilitation best practices where relevant.
- Prepare regular and ad hoc post learning report and compilation of statistic as required.
- Provides advice, guidance and support on matters relating to security learning affecting all UNICEF personnel.
- Ensures feedback is received from all training delivery and is analyzed appropriately for continuous improvement to the training programmes.
6. Innovation, knowledge management and capacity building
- Represent UNICEF and OSC in relevant interagency and UNICEF Knowledge Management Working Groups
- Oversee the sharing of best practices related to security.
- Develop guidance and tools to support knowledge sharing and knowledge transfer amongst security decision makers, security professionals and security focal points.
- Develop internal communication products, both regular and ad hoc, to encourage sharing of experience, knowledge, and skills.
- Ensure regular update and review of relevant OSC Sharepoint pages to serve as a Knowledge Hub for the security function
- Serve as primary focal point for UNICEF SIR system to oversee technical updates and functionality of the system.
- Introduce technological innovations and approaches to security procedures and systems.
- Provide technical input to briefs, UNICEF and UNSMS policy documents, tools and other key documents.
- Organize, plan and/or implement capacity building initiatives to enhance the competencies of clients/stakeholders on security related preparedness and operations.
