ManTech is seeking a Deputy CTO to help support our current Marine Corps Warfighting Lab Science and Technology contract.

Responsibilities:

Serve as the Current Technology Office (CTO) Deputy responsible for managing the cost, schedule, and performance of the Science and Technology portfolio within the Marine Corps Warfighting Lab (MCWL) Science and Technology (S&T) Division. The current CTO portfolio includes over 100 projects representing over $100M in annual MCWL base-line Budget Area 6.3 RDT&E funds and $220M of other DoD Research and Engineering enterprise funding to help achieve USMC S&T Objectives.

Provide synchronization and oversight of (12) functional area branches responsible for the development, testing, experimentation integration, and transition of technologies. This cross functional team consists of DAWIA certified engineers, finance managers, as well as uniformed project officers and support contractors providing additional project management and logistics subject matter expertise support. This team conducts critical service level S&T Research, Development, Testing, and Evaluation (RDT&E) activities to inform key Force Design 2030 related capabilities development efforts and decisions.

Responsibilities include but are not limited to:

  • Ensure the alignment of proposed prototyping projects to critical service level capability gaps and learning demands to include working with capability developers, material developers, and deputy commandant level subject matter experts to gain concurrence for proposed prototyping projects.
  • Assist the Current Technology Officer and the CTO Project officers in executing their projects' cost, schedule, and performance milestones and objectives.
  • Conduct regular project reviews to monitor project status and provide updates to relevant stakeholders.
  • Formulate strategies to mitigate known project risks and identified issues.
  • In concert with MCWL's Experiments Division, conduct planning to ensure prototype project development and testing schedules info service level, live-force experimentation.
  • Identify and ensure prototyping project sustainment considerations are addressed to allow effective participation in live-force experimentation events.
  • Conduct assessment and analysis of various technologies to determine their operational significance, key performance parameters, key system attributes, and future development potential.
  • Review the initial technology related concepts of operations/employment, techniques tactics, and procedures, and tables of organization and equipment.
  • Conduct continuous close coordination with the other S&T offices and MCWL Divisions to meet over all S&T and MCWL objectives, focusing on improved processes, communication, and effectiveness within the CTO.
  • Assist the CTO, CTO project officers, and Marine Corps Rapid Capability Office personnel in the collection and codification of key documentation in support of project transition.
  • Coordinate with other R&E enterprise S&T organizations to minimize duplication of prototyping efforts while leveraging complementary efforts to address Marine Corps capability development requirements.
  • In coordination with the MCWL G2, identify critical technologies within MCWL and Office of Naval Research (ONR) portfolios; oversee functional system decompositions of those technologies to identify critical components while coordinating with Marine Corps Intelligence Activity (MCIA) for relevant intelligence assessments to develop initial program protection plans and other protection related documents for S&T technologies.
  • Thrive in an action officer capacity by collecting data, building briefing products, and conducting planning in support of CTO and MCWL equities. Be prepared to support special projects as directed by the Director of S&T.

Minimum Qualifications:

  • Requires Bachelor's Degree and at least 4 years of experience supporting Science and Technology or other related Defense Acquisition efforts. Additional years of experience may be substituted in lieu of degree

Preferred Qualifications:

  • DAWIA Program Management certification or equivalent training

Clearance Requirements:

  • Active TS/SCI clearance

Physical Requirements :

  • Must be able to remain in a stationary position 50%
