The Fairfax County Office of Public Affairs is seeking a communications professional responsible for executing details of public information programs in a deadline-driven environment. The selected candidate will manage the communications aspect of countywide issues and initiatives; develop content for a variety of platforms; work with the media to pitch stories and respond to requests on deadline; serves as a communications consultant to multiple county agencies; help coordinate countywide special events and ceremonies; assist with content management of the county's website, social media and other platforms; and respond as essential personnel in emergencies.

Responsibilities include:
Develops communication plans and materials to promote county programs, services and issues.Writes, edits, designs, packages and develops content for various electronic and printed platforms for internal and external audiences, including websites, social media, newsletters, brochures, flyers, podcasts, and videos.Proactively generates story ideas and writes articles for the county's primary external news outlet.Serves as a communications consultant for multiple county agencies.Coordinates with public information officers in other agencies to ensure there is a common message on issues that are countywide or affect multiple departments.Responds to requests from reporters for information about county programs and services.Pitches stories to newspaper, digital, television and radio media outlets.Coordinates with county agencies and elected officials to determine appropriate spokespeople and ensure the accuracy of information being developed. Represents the agency at community meetings and events.Assists in planning countywide ceremonies and special eventsServes as part of a formal or informal Joint Information Center team to support crises, declared emergencies, weather events and other no-notice incidents.
Note: The salary for this position will not exceed the midpoint of the advertised salary range ($103,520.14), dependent upon experience, plus full county benefits. Under current county policy, full-time employees work in the office two days a week and are eligible for telework three days a week after completing a probationary period.

Illustrative Duties

Serves on 24-hour call, with responsibility for notifying County officials of significant incidents;
Makes decisions under pressure and deadlines regarding information that may be released to the press;
Coordinates and provides information regarding emergency incidents and other sensitive matters to the news media;
Plans, directs, and executes publicity campaigns designed to inform citizens about various county programs, events or legislation;
Establishes and maintains effective working relationships with members of the media;
Responds to requests for information regarding agency/County programs;
Provides assistance to agency/County staff as to the most effective means of communicating information to the general public, government employees, and other target groups;
Monitors and edits County's website content for style, accuracy, and timeliness;
Develops and implements County's website publicity program to increase participation and use;
Establishes and maintains countywide electronic public information policies;
Serves as liaison to vendors, county agencies, and others regarding county website activities;
Conducts presentations to County management and Board of Supervisors to present public access technologies and capabilities;
Conducts audience/constituent research on projects.

Required Knowledge Skills and Abilities

Detailed knowledge of the requirements of the media regarding content, format, and timing of official releases;
Broad knowledge of the principles of public administration and public relations as applied to local government operations;
Knowledge of new media and its applications;
Knowledge of fundamentals of digital still photography;
Ability to adapt broadly defined policy guidance to specific situations with a minimal amount of supervision;
Ability to work under pressure;
Ability to participate in meaningful interchange of views on matters of critical importance to the County;
Ability to establish and maintain effective relationships with the public, the press, and County employees.

Employment Standards

MINIMUM QUALIFICATIONS:

Bachelor's degree in journalism, government, public administration, or a related field; plus six years of progressively responsible experience in public information, broadcasting, or publications editing.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)

PREFERRED QUALIFICATIONS: Five or more years of experience writing and editing content in a professional setting. Demonstrated experience developing professional relationships and working with elected officials and other key stakeholders. Three or more years of experience working with the media. Prior working experience in local, state or federal government. Demonstrated design and technical skills to create content (graphics, videos and photos).
PHYSICAL REQUIREMENTS:
Ability to use personal computer in normal office environment. All duties performed with or without reasonable accommodations.
