Job Summary


The Security Officer (Headquarters Operations) reports to the Section Chief of Headquarters Security and plays a critical role in managing various components of the Headquarters (HQ) Security program to mitigate safety and security risks to IMF personnel and property at HQ.

This multifaceted position encompasses policy and procedure development and execution, operational oversight, threat analysis and risk assessment, technology management, budget coordination, vendor and contract administration, and emergency response planning.


The position is accountable for managing the following campus security operations: daily operational issues related to the guard force contract; oversight of the Fund's Global Security Operations Center; establishing and regularly updating the headquarters security risk framework and proposing and implementing appropriate risk mitigation measures; continuous development and testing of emergency response protocols and communication tools; managing technology and electronic physical security systems and on-site maintenance technician; assisting with the supervision of the executive protection program; overseeing the operational security planning for Annual and Spring Meetings; maintaining direct daily oversight of the Fire and Life Safety program at headquarters; conducting and overseeing investigations that fall outside the scope of the Ethics Office; and assisting with the management of the section's budget responsibilities.

Key Duties and Responsibilities

  • Proposes and implements security plans and emergency response procedures for Fund headquarters personnel, visitors, and physical assets in the Washington, D.C. area. Develops and coordinates trainings, drills and tabletop exercises for different Fund audiences and stakeholders.
  • Working closely with the Security Services Division Communications Officer, develops strategic communications to support outreach and staff learning on HQ securityrelated topics.
  • Assists in managing the mission and integration of the 24/7 Global Security Operations Center into the overall HQ program; leads efforts to improve security response and operational efficiencies and conducts benchmarking studies as appropriate.
  • Establishes a headquarters security risk framework and regularly analyzes threats, assesses risks, and identifies gaps. Uses the framework to propose deployment of security personnel and assets in headquarters.
  • Assists with initiatives to improve and incorporate innovation into all aspects of physical security measures, including the implementation of perimeter security measures, access control, visitor management, surveillance technologies and analytics, mail screening, K9 support, and event security at headquarters.
  • Assists with the management of the contracted guard force and electronic security systems integrator for the Fund's headquarters buildings and satellite offices as applicable; assists with the management and control of operational security costs and budgets associated with headquarters security operations.
  • Assists in the security planning and operations for the Fund/World Bank Annual and Spring Meetings, including when Annual Meetings are held overseas.
  • Assists with the oversight of the executive protection team for the Managing Director and other senior Fund officials.
  • Daily management of the Fund's Fire and Life Safety Program, to include onsite medical response and the onsite hazardous materials response team. Works with the division's training coordinator to plan and implement fire and life safety training for all staff in headquarters.
  • Oversees security investigations that fall outside of the scope of the Ethics Office and Office of Internal Investigations. Assists the Ethics Investigator as needed.
  • Provide security guidance as part of the Fund's Domestic Abuse and Workplace Violence Prevention Committee.
  • Maintains liaison with the host nation's law enforcement representatives from local, regional and federal level. Represents the Fund at meetings of Washington D.C.based security officers.
  • Supports the Business Continuity Program with the planning and implementation of crisis response exercises.
  • Drafts Statements of Work and assists with the formulation and awarding of RFPs and the management of contracts in the HQ Security portfolio.
  • Explores opportunities to improve procedures and technologies and introduce innovation, efficiencies, cost savings and strategic resource allocation.
  • Trains IMF staff on security matters as an instructor on an asneededbasis.

Minimum qualifications


Educational development, typically acquired by the completion of an advanced university degree, or equivalent, in international relations, political science, or security risk management or a related field; or a university degree, or equivalent, supplemented by a minimum of six years of relevant professional experience.


Skills and Experience

  • Operational level experience and expertise in leading all aspects of physical and procedural headquarters and building security operations; incident response management; protective operations; contract and budget management.
  • Managerial experience and proven ability to work in diverse settings and groups is essential together with strong interpersonal and organizational skills required to perform supervisory functions and to collaborate effectively and build durable relationships with clients and colleagues IMFwide.
  • Experience with successful management of a stakeholder relationship is highly desirable.
  • The ability to create openness and trust among people in other divisions within CSF and other IMF departments; and experience in collaborating at higher levels.
  • Very strong verbal and written communication and presentation skills. Ability to effectively communicate with and influence stakeholders.
  • Experience in managing complex contracts.
  • Proven track record of managing protective operations for large events, including for VIPs and at large venues.
  • Demonstrated experience working in or with international organizations and in multicultural working environments.
  • A background in diplomatic security, security consultancy, military, law enforcement or related fields at a managerial level is desirable, as would proficiency in one or more languages other than English.
  • A background in training is a plus, preferably with a certification to teach UN WSAT and SSAFE courses.
*This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund's new employment rules that took effect on May 1, 2015.

*A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.
