The Computer Scientist provides technical leadership for highly complex and challenging system engineering activities and processes for the Aviation Safety Information Analysis and Sharing (ASIAS) Information Technology (IT) architecture platforms.

Works as a part of the ASIAS team under the minimal direction of the AISAS program manager, this team member plans, designs, integrates, and continuously improves advanced analytical tools for the ASIAS platform.

Applies experience and expert knowledge of machine learning, large language models, artificial intelligence principles/techniques, and big data environment/challenges to perform critical tasks requiring the development of new concepts, systems, or innovative approaches.

Has knowledge and experience migrating from legacy systems to new systems to realize new technical capabilities. Utilizes various processes, tools, and techniques to improve system performance and meet evolving sponsor requirements.

Coordinates the collection, processing and analysis of multiple sources and varieties of data (digital, text and other) at scale to support the production of safety products by safety analysts and decision-makers for aviation regulators, operators, and industry experts.

Develops requirements to solve technical system issues and to meet sponsor requirements.

Applies expert knowledge of mathematical, statistical sciences and computer science methods and techniques to store, manipulate, transform, and present information electronically.

Utilizes new technologies and methodologies to develop new concepts, systems, or innovative approaches. Performs data management and analysis to minimize errors in the data. Uses computational statistics in the development and use of computer algorithms to provide numerical solutions to complex problems.

Performs system design, documentation, integration, interfaces development, testing, and user acceptance necessary to coordinate the technical development, implementation, and improvement of current and next generation safety data analytical systems.

Possesses an understanding of the FAA's enterprise information management platform to access numerous stored aviation data sources and for enhancing the coordination of technical activities.

Leads program activities/initiatives to reach objectives for producing high-quality safety analyses and metrics that effectively address systemic aviation risks. Creates and implements data visualization tools, analytical solutions, and web portals to identify trends and compile data. Develops plans, techniques, and policies to address current or anticipated problems and issues. Works with senior management to identify and jointly solve problems.
Contacts are internal and external. Represents the FAA as the primary technical authority for the program with agency, government, and industry. Formulates and recommends organizational positions on major projects/policies/issues to the Program Manager and AVP management. Prepares, reviews, and may approve organizational reports or policies for internal and external distribution. Develops briefings to convey strategic vision or policies to internal and external audiences.

Uses knowledge of industry topics such as information technology, aviation safety, and technical analytics to provides expert guidance and instruction internally and externally to address diverse, complex issues which may cross multiple projects/programs or functional/technical areas.

Uses the Flight Operations Quality Assurance (FOQA) data processing to develop, manage, and improve safety metrics, measurements, and analyses. Works with collaboratively with stakeholders to identify and solve problems. Engages in procurement planning activities as requested by the ASIAS Program Manager.
