Performs the administrative and human resource management functions related to the staff supervised. Makes long range plans and develops specific strategies for physical processing, bibliographic and inventory control, database utilization, and creation and transmission of digital images of the Division's collections.

In so doing identifies and integrates technical, financial and administrative factors of external program issues that have an immediate bearing on the work of the Section (e.g., the Arrearage Reduction Initiative and the National Digital Library); adjusts immediate and long range goals, objectives, plans and schedules to meet changes in resources; determines project or program segments to be initiated, dropped or curtailed; determines the resources to devote to each of the various concurrent projects; and participates in developing technical proposals for outside funding.


Develops rules and standards for metadata (cataloging, finding aids, and inventory control) of visual materials and for digital imaging, in libraries and archives that serve as the basis for national and international networking of bibliographic data and access to images.

Coordinates these activities with specialists in other divisions and directorates of the Library to assure consistency with standards for bibliographic control and networking of other library and archival materials.

Prepares or oversees the preparation of analytical reports and publications pertaining to the Section's areas of responsibility. Often these are widely used as operational standards throughout library and archive professions.


Works closely with the other divisional Section Heads to organize collections and provide bibliographic and subject access for users of the collections, to provide location and provenance controls for all materials, and to facilitate the movement of materials through the Division's physical processing workflow.


Assures the availability of information about automation systems and other programs applicable to the Division's collection control and access needs.

Oversees the determination of archival supplies, automation and technical equipment, and facilities needed for the Section, as well as the development of RFPs and contract review and oversight.

Supervises the receipt of visual materials sent to the Library through gift, deposit, transfer, exchange, copyright, and purchase.

Monitors the unpacking and the checking of the completeness and condition of incoming materials and the maintenance of accessioning and acquisition files.

Works with the curatorial staff to assure substandard or out-of- scope acquisitions are promptly rejected and reported to the proper office.

Oversees the Division's responsibility to report on the Division's holdings (Arrearage Reduction Reports, Annual Reports, and the like), and to receive necessary documentation for the Division's records.
