Position Description

The City of Minneapolis has two temporary positions supporting public records.

When data is requested by an authorized party, it must be located, reviewed, redacted to remove protected data, and released.

These positions will focus on police video, audio and/or photo data, including police body-worn camera data as part of a project to address a backlog in this work.

As this program is under change at the City, you may also be involved in drafting documentation, workflows, and other projects.

Though the position is at-will, we anticipate the backlog will support six to nine months of work. Jobs at the City use job classifications. This position is for temporary Enterprise Information Management Analyst II (EIMA IIs).

EIMA IIs use specialized software to review, classify, and redact data; conduct legal research; support projects related to data access and privacy; and participate in review quality assurance.

In this role you will develop a deep understanding of the processes, records, data, and systems used to create and manage this data.

You will work to locate and collect data, apply state and federal data privacy laws to classify data, and remove or redact data.

You will work with a team but must be able to perform significant independent work, appropriately identifying and escalating potential issues, and lead projects.

To succeed, you must be organized, able to learn quickly, and able to apply the law to specific circumstances. Your work must be consistent and show attention to detail.

You must be comfortable working in an environment where the processes and technology are changing even as you are learning.

You must be able to work with sensitive, sometimes disturbing, data classified by state and federal law.

Job Duties and Responsibilities

Support the City's response to requests for information under Minnesota's public records laws, including the Minnesota Government Data Practices Act

Plan and oversee data transparency projects, including efforts to identify, gather, protect, and provide data responsive to data requests as well as affirmative provision of data.

Efficiently review, assess, and redact large amounts of data responsive to data practices requests using specialized systems for video, audio and photo content management.

Conduct legal research necessary to determine legal requirements applicable to data, information systems, and business processes, including determining classification and retention requirements.

Help design, evaluate, recommend, implement, and maintain information management-related systems/processes.
Configure information storage systems; design processes to search, identify, and collect data from information storage systems.
Develop procedures consistent with the information management program.
Advise and audit departmental compliance with Information Management program.
Effectively communicate with stakeholders at all levels and maintain strong relationships
Provide training to end users.

Required Qualifications

MINIMUM QUALIFICATIONS:
Bachelor's Degree or equivalent; JD or master's degree is preferred

Area:
Information management, law, information technology or library sciences

MINIMUM EXPERIENCE:
Four years of related experience performing work similar to the Job Duties and Responsibilities listed above. EquivalencyAn equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Selection Process

The selection process will consist of one or more of the following steps:

a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions.

Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list.

The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Background CheckThe City has determined that a thorough Minneapolis Police Department criminal background check is necessary for positions with this job title.

Effectively work on both small and large-scale data and information management projects, including projects affecting multiple departments
Strong technical knowledge and the ability to develop familiarity with City operations and systems, including content management systems and systems for reviewing and redacting audio, video and photo data
