The Teachers' Retirement System of the City of New York (TRS) is a public pension fund that provides New York City educators with retirement, disability, and death benefits.

Job DescriptionThe Senior Project Manager (SPM) oversees projects, ensuring code quality, meeting acceptance criteria, unit testing, and managing processes. They will plan, lead, organize, and motivate teams to deliver high-quality, enterprise-level agile programs. The SPM role oversees Agile teams in a fast-paced enterprise environment, ensuring compliance with development processes and standards.
Additionally, they will develop a project oversight approach, blending traditional project management principles with Agile development to achieve goals within constraints and coach team members to optimize efficiency and product quality.
Working closely with the Process Owners, Subject Matter Experts and Release Managers, the SPM will facilitate and guide the teams through agile practices and ceremonies, including backlog grooming sessions, sprint planning, daily scrum meetings, sprint demos, and retrospectives with a focus on producing high-quality, bug-free code that meets the needs of the business and member community.
The TPM will keep the Program Manager apprised on a weekly basis of the activities, roadblocks, and progress of each team.
One of the main goals of the TPM is to provide a "no surprises" environment for the Program Manager, the user community, and executive management.
Responsibilities- Responsible for regular and timely delivery of highest quality code; prepare and distribute progress reports to Program Manager; manage development risks and issues; work with scrum masters to correct deviations from plans; and perform delivery planning for assigned projects
- Assist/Work with team development while holding teams accountable for their commitments, removing/resolving roadblocks to their work; leveraging organizational resources to improve capacity for project work; and mentoring and developing team members.
- Support and coach team members in managing expectations for project deliverables, managing stakeholder communications, and helping to implement an effective system of project governance.
- Oversee the development projects and ensure the quality of all signoffs and milestones.
- Manage project conflicts, challenges and dynamic business requirements to keep teams running on pace with planned cadences.
- Support Process Owner with intra team dynamics with respect to priorities and scope.
Qualifications
- A baccalaureate degree from an accredited college or university including or supplemented by 12 credits in mathematics, statistics, accounting, and/or actuarial science and four years of satisfactory full-time experience implementing the provisions of a retirement plan involving the use of mathematical, statistical, actuarial or accounting computations, 18 months of which must have been in an administrative, managerial or executive capacity or supervising professionals implementing the provisions of a retirement plan involving the use of mathematical, statistical, actuarial or accounting computations; or
- An associate degree or 60 credits from an accredited college or university, including or supplemented by 12 credits in mathematics, statistics, accounting and/or actuarial science and six years of satisfactory full-time experience as indicated in "1"; or
- Education and/or experience equivalent to "1" or "2" above. However, all candidates must have 60 credits from an accredited college or university, including or supplemented by 12 credits in mathematics, statistics, accounting and/or actuarial science and the 18 months of experience in a supervisory, administrative, managerial or executive capacity as described in "1" above.
