Job Description

The Utah Geospatial Resource Center (UGRC) seeks an experienced leader to fill the Director position.

This role oversees project teams, collaborates with partners to strengthen Utah's geospatial data infrastructure, and advances the state's GIS programs.

The ideal candidate has proven leadership skills, extensive GIS expertise, and a successful track record of leading cross-functional GIS teams.

Additionally, this candidate should be prepared to lead a GIS advisory council of stakeholders.

The selected candidate will oversee the administrative and financial aspects of the GIS office, including developing, implementing, and coordinating programs.

The selected candidate will also promote collaboration to meet business requirements and have a strategic vision for enhancing the state's GIS assets.

The Utah Department of Government Operations (DGO), Division of Technology Services (DTS) is the state's lead office for information technology.

Located within DTS is the Utah Geospatial Resource Center (UGRC), which serves as the state's office for coordinating map technology.

UGRC plays a crucial role in gathering and providing access to essential datasets across the entire state, including roads, address points, and administrative boundaries.

These datasets are made available to both the public and various government systems. UGRC is also involved in providing guidance and support for GIS implementations and promoting best practices.

Additionally, UGRC specializes in developing and customizing tools, services, and applications tailored to the specific needs of government entities at various levels across the state.

The primary work location for this position will be at The Taylorsville State Office Building, on the 4th floor, 4315 South 2700 West Taylorsville UT.

The work schedule is generally Monday through Friday, 9 AM to 5 PM. This position follows DGO's hybrid model, which combines in-office and work-from-home days.

Please note, a position's eligibility for telework is established by agency management and is subject to change at their discretion at any time and for any reason.


Education/Experience:


Master's of Business Administration, and/or Master's degree in Geographic Information Science, Spatial Data Management, Computer and Information Sciences or related field with 5 years of applied experience in enterprise or multi-agency level GIS management, coordination and policy development, or a Bachelor's degree in like fields along with 7 years of applied experience as indicated above or 10 years of applied experience demonstrating a progressive history of management and leadership in the areas indicated above.

Example of Duties

Statewide Data Coordination:


Oversee UGRC's Management of Core GIS Resources: Provide leadership in managing the State Geographic Information Datasource (SGID) and ensure seamless discovery and access to Utah GIS data.

This includes overseeing the UGRC website, data downloads, web services, metadata, and news/events relevant to the Utah GIS community.

Promote Statewide Geospatial Initiatives:
Identify, develop, and implement strategic GIS-related initiatives that promote cost-effective geospatial solutions. These solutions should extend beyond state government to benefit local governments and other state partners.

Ensure Statutory Compliance:
Guarantee UGRC fulfills its statutory responsibilities as outlined in the code ).

This includes maintaining critical resources like Utah's statewide 911 geospatial database, The GPS Utah Reference Network (TURN), and boundary certifications.

Additionally, provide elections support to the Lt. Governor's office.

Outreach and Communication:

Cultivate collaborative GIS data acquisitions, data sharing, and technical exchange through outreach to geospatial practitioners, managers, and executive-level champions within state and local government.

Work with state agencies individually as well as through the Geographic Information Systems Advisory Council (GISAC) and the Utah Geographic Information Council (UGIC).

Act as a liaison between the geospatial community, state agencies, local governments, and the public.
Organize workshops, training sessions, and forums to promote GIS awareness and best practices.
Assist in maintaining the UGRC website and related communication channels.

Policy and Strategy Development:
Assist in the formulation of geospatial policies, standards, and strategic plans.
Stay updated on emerging geospatial technologies and trends to inform policy recommendations.

Intergovernmental Collaboration:
Foster collaboration and partnerships with other state and local government organizations involved in geospatial activities.
Participate in working groups, committees, and task forces related to geospatial initiatives.

Contribute as requested in fulfilling the broader mission and requirements of UGRC's parent agencies: the Department of Government Operations (DGO), and the Division of Technology Services (DTS).

Represent Utah's geospatial interests with federal and national partners including, among others, the US Census Bureau, the US Geological Survey, the Department of Homeland Security, the Bureau of Land Management, the US Forest Service, and the National States Geographic Information Council (NSGIC).


Management Responsibilities:

Lead in the overall management of UGRC staff of 10-12, geospatial professionals including GIS analysts, application developers, and real-time precision GPS network and cadastral data specialists, including participation and assistance with individual performance management.

Develop new business opportunities for cost-recovery project work in the areas of geospatial data creation, management, web application development, and the TURN GPS network subscriber base.

Cost recovery work currently represents a significant portion of UGRC's annual operating budget.

Knowledge

GIS Expertise:
In-depth knowledge of all aspects of GIS technology and data, including best practices and geospatial technology standards.
Abilities

Strategic Planning & Management:
Proven experience in strategic planning with cost-benefit analysis and project management skills.

Financial Management:
Ability to develop and manage complex budgets, contracts, grants, and procurement instruments.

Relationship Building:
Proven ability to establish and maintain collaborative relationships with state, federal, and local government GIS entities.
Skills

Communication & Collaboration:
Strong oral and written communication skills, adept at consensus building and fostering collaboration.

Independent Work & Decision-Making:
Ability to work independently, exercise sound judgment, and meet deadlines even under pressure.

Presentation & Reporting:
Confidently delivers well-articulated presentations and prepares comprehensive reports to showcase GIS achievements.
Required Experience
Proven leadership in a similar GIS role.
Demonstrated understanding of geospatial data management, analysis, and coordination.
Extensive experience with outreach and training in geospatial concepts.
Solid grasp of geospatial data models, development tools, and techniques.
Knowledge of relational database design principles.
Familiarity with geographic projections, datums, and coordinate systems.
A track record of establishing and working towards strategic objectives.
Proven ability to develop and deliver effective presentations to both technical and non-technical audiences.
Strong project management skills with a history of meeting deadlines.
Excellent written and verbal communication.
Preferred Qualifications
Familiarity with Open Geospatial Consortium web mapping service standards.
Understanding of state and local government structures, procurement practices, and budgeting principles.
