Epsilon Systems is seeking a full-time Submarine Shop Foreman in Portsmouth, VA.

Summary: Reports to Submarine Program Manager. Supervise/manage workers who manufacture, modify, repair, and install shipboard systems/components. Train, oversee, and mentor lower-tier trades and helpers with the mind-set to encourage skill development with the intent of advancement.

Duties and responsibilities

  • Determine schedules, sequences, and assignments for work activities, based on work priority, quantity of equipment and skill of personnel.
  • Monitor employees' work level and review work performance.
  • Monitor tools, part inventories and the condition/maintenance of the shop(s) to ensure adequate working conditions.
  • Investigates accidents, injuries, and report of findings.
  • Compiles operational and personnel records, such as time and production records, inventory data, repair and maintenance statistics, and test results.
  • Navigate the qualification matrix to ensure workers are qualified to perform the work prior to tasking.
  • Develop, implement, and evaluate maintenance policies and procedures.
  • Counsel employees about work-related issues and assist employees to correct job-skill deficiencies.
  • Ensure employees charge to correct project number(s).
  • Conduct or arrange worker safety training, toolbox talks, repair, manufacturing techniques, operational procedures, or equipment use.
  • Ability to read, understand, and apply Geometric dimensioning & tolerances.
  • Diagnose malfunctioning systems, apparatus, and components.
  • Navigate technical work documents and quality inspection forms.
  • Plans, assigns, schedules, and supervises work.
  • Prepares cost estimates for labor and material: order material, and equipment.
  • Prepare routine work, time reporting, and deliver time expectations to the worker based on budgeted hours.
  • Establishes a strong safety standard and work performance standard.
  • Continually look for ways to streamline processes, eliminate set-ups, and enhance productivity.
  • Communicate with Program manager and craftsman regarding job progress, hours, and delivery dates based on current capacity or workload.
  • Perform other duties as assigned by management.

Skills Required

  • Uses applicable precision measuring instruments i.e., calipers, micrometers, depth micrometers, height gages, thread gages, etc.
  • Read and understand blueprints, NAVSEA manuals, and maintenance standards.
  • Critical thinking skills and the ability to reverse engineer components for repair or modification.
  • Fluent in ASME standards regarding measurement data reporting and the application of the various methods.
  • Above average knowledge of diverse types of material and their composition (metallurgy).
  • Restore machining by way of base metal repair (BMR).
  • Performs related work as required such as: Programming, machining, generating quality inspection worksheets, and data worksheets.
  • Performs related work as required such as: inspect, disassemble, reassemble, and test government assets.
  • Knowledgeable in Non-destructive testing and able to read and discern welding joint indexes.
  • Proficient in Computer Aided Drafting and Computer Aided Manufacturing.
  • Must have above average knowledge of SUBSAFE/DSS/SOC and be able to read, understand, and apply those parameters to operations regarding SUBSAFE/LEVEL 1 material and assets.
  • Ability to write manufacturing processes to promote high quality standards and consistency when manufacturing complex parts or components.
  • Proficient with Excel and Microsoft Word.

Required Qualifications:

  • High school diploma or GED
  • 10 years machine shop experience.
  • Minimum five years supervisory experience in marine and industrial environment (ship repair and modernization).
  • Able to write clear, concise reports.
  • Able to supervise all other trades.
  • Ability to obtain and maintain base access.
  • Ability to obtain access to military/government installations worldwide.
  • Be able and willing to travel with some travel.

  • Able to move in narrow and restricted passageways, up/down steep and narrow ladders or stairways, and up and down antenna masts/yardarms (onboard ships).
  • Able to lift, carry and move objects up to 50 lbs in weight.
  • Able to quickly move your hand, your hand together with your arm, or your two hands to grasp, manipulate, or assemble objects.
