Basic Function

The position coordinates day-to-day Emergency Response Team (ERT) and Fire Service operations including facilitation of emergency response personnel, loss prevention systems and activities and related investigations. The position provides administration of hazard and loss control systems including fire protection systems and emergency response apparatus and equipment. Is a site resource in achieving and maintaining compliance with OSHA, NFPA, Department of Transportation (DOT) and Department of Homeland Security (DHS) standards and regulatory requirements and driving the site to Goal Zero performance. The position will also be responsible for safety and health support for an operating unit within the La Porte Complex. The candidate will proactively take ownership and influence decisions for the development and continued improvement of emergency response & fire service operations, safety and health programs and processes at the La Porte Complex. The Emergency Response Specialist reports to the site Health and Safety Manager.

Roles & Responsibilities
  • Plan, organize and coordinate effective hazard control, industrial fire safety, and emergency response, processes, and programs.
  • Develop, implement, and maintain programs, policies and procedures to ensure effective fire safety and emergency response.
  • Work, under consultative direction, towards predetermined goals and objectives and initiate assignments as required.
  • Supervise the operation and maintenance of fire, safety, and hazard protection systems to effectively protect personnel and assets.
  • Willing to develop loss prevention competencies up to and including taking off site training/classes
  • Provides leadership and supervision to emergency response teams.
  • Procure emergency response equipment and supplies to maintain effective response capabilities.
  • Plan, direct, implement, and conduct fire and emergency response training in HAZMAT, industrial firefighting, marine/land-based spill, and technical rescue programs to maintain critical compliance and support safety/risk management.
  • Ensure effective emergency response training and education through regularly planned ERT exercises.
  • Plan, coordinate and conduct compliance and noncompliance-required drills including EOC, accountability, evacuation, hurricane tabletop, and ERT.
  • Maintain knowledge of specific technical and regulatory requirements providing innovative ideas and highly specialized information to positively affect safety performance and fire safety.
  • Prepare reports and recommend corrective action for ineffective policies, procedures, programs, or equipment.
  • Conduct comprehensive, independent compliance assurance reviews of fire safety and emergency response programs.
  • Develop and maintain Emergency Response and Loss Prevention budget
  • Communicate with company and industry peers to identify and develop best practices for emergency response, emergency management, and fire protection.
  • Recognized leader of GoalZERO safety philosophy and hazard recognition tools.
  • Support HSE programs such as but not limited to Life Critical procedures, Industrial Hygiene, Emergency Response, Facility Security, Operational Excellence, and Regulatory Compliance
  • Develop, implement, and maintain assigned site Health and Safety procedures and training programs to ensure compliance with regulatory and corporate requirements.
  • Evaluates, coaches and resolves question related to planning for and executing field work activities.
  • Support in the development and implementation of outage/turnaround plans. Provides support to health and safety needs during outage/turnaround execution.
  • Develops, delivers and mentors health & safety training for new employees.
  • Works independently to identify, plan and complete work that has a positive impact on worker safety and health protection
  • Interact with supervision, technicians, and maintenance staff to ensure a consistent understanding of both regulatory and site requirements
  • Act as a liaison with 3rd party contractors and service providers to ensure compliance with Health & Safety practices/procedures.
  • Ability to establish measurable objectives, monitor performance and track progress
  • Conducts inspections and audits to verify compliance with corporate and regulatory requirements. This includes, but is not limited to:

    o OSHA VPP, PSM and Occupational Safety Standards

    o Behavior Based Safety Audits and Life Critical Audits
  • Willing to work temporary shift-hours to give safety support during Turnarounds, Outages, or Major Projects
Min. Qualifications
  • Minimum of seven (7) years in HSE position with direct responsibility for industrial emergency response and/or loss prevention, preferably in a chemical or refining industry and five (5) years as a leader within an Emergency Response Team.
  • Emergency Medical Technician required, Paramedic preferred
  • Certified Firefighter, NFPA Fire Protection Specialist Certification, or other hazardous materials, firefighting or emergency response certifications, education and training
  • Certified Safety Professional (CSP) or other safety and health certifications
  • Knowledge of regulatory and industrial fire protection and OSHA compliance standards
  • Active member of Mutual Aid organizations
  • Bachelor's of Science in fire or emergency management preferred
