Roles, Responsibilities, Accountability, and Authority
KBR is seeking a Project Director to support the Antarctic Support Contract (ASC). Supporting the National Science Foundation's (NSF) scientific mission in Antarctica. The U.S. Antarctic Program (USAP) manages 3 year-round stations (McMurdo, Palmer, and South Pole), 2 research vessels and many field camps in support of summer over and winter over campaigns. There are approximately 150–200 science research projects each year across the USAP supporting people movements of 3,000 participants to and from those stations, vessels, and field camps. KBR is seeking a candidate uniquely qualified to meet the requirements of this very exciting and dynamic program.
Responsible for oversight of all ASC contract operations including planning, budgeting, overseeing science support, safety and health, operations, logistics, information technology development, facilities, engineering, and construction support for the USAP.
Will be the most senior leadership on the contact to interface with NSF representatives and will work within a diverse team including subcontractors, program managers, DoD liaison officers, Principal Investigators (PI's), scientists, and other USAP personnel.
Duties and Responsibilities
- Leads program-level project and budget review and administration.
- Leads a professional organization of up to 1000 personnel.
- Conducts site visits of USAP facilities (in the Antarctic or otherwise).
- Reviews and measures collaborator performance.
- Provides day-to-day oversight of the operation of supporting infrastructure, facilities, and science support in the USAP for the execution of the annual program plan.
- Provides day-to-day oversight of logistics and operations decisions impacting the execution of USAP support.
- Provides leadership direction, where applicable, to KBR personnel in station operation.
- Enforces KBR compliance with conservation regulations and environmental stewardship.
- Leads a management team that complies with permits issued for collecting biological specimens and other regulatory measures affecting persons working in Antarctica under auspices of the USAP.
- Provides frequent status updates (written and oral) to the NSF.
- Provides program performance reviews and responds to compliance audits from the NSF.
- Leads a management team that coordinates, as necessary, with other National Antarctic Programs in support of the USAP mission.
- Leads a diverse team that supports NSF scientific and support requirements and other USAP participant organizations (including military personnel) to carry out the annual USAP operational plan.
- Coordinates with the NSF to assure KBR meets support requirements for all Antarctic research programs.
Required Education, Certification, and Experience
Candidates must have a master's degree in a relevant field, plus after award of the degree, 12 or more years of managerial experience pertinent to the position; OR a bachelor's degree in a relevant field, plus after award of the degree, 15 or more years of managerial experience pertinent to the position. However, specific contract requirements regarding education and experience will prevail. Candidates must have previous program management experience working with the National Science Foundation (NSF).
Physical and Other Specific Requirements
Deployment to Antarctica is required in this position, and therefore the individual must successfully complete the physical and dental examinations as required by the NSF for deployment to Antarctica. Failure to meet these requirements may result in withdrawal of employment offer or other employment action.
U.S. citizenship is required.
Candidate must be able to obtain and maintain a National Agency Check with Inquiries (NACI) background investigation to be qualified for this position.
