Summary

Under the supervision of the Child & Youth Team Lead, this position is responsible for the management of BSK-funded strategies focused on increasing child and adolescent vaccination coverage. The position provides technical assistance to contracted partners on immunization quality improvement interventions with healthcare providers; develops, manages and monitors contracts; and develops and maintains strong partnerships with internal programs and community stakeholders such as professional medical associations, youth-serving organizations, school-based health centers (SBHCs), and other clinics that provide healthcare to pediatric populations. This position also manages the youth-led component of the BSK child and adolescent immunization strategy area, with a focus on South King County where vaccination rates are historically low, and applying an equity and social justice approach to all aspects of the work in partnership with team members and other department staff.

The Communicable Disease Epidemiology and Immunization (CD-Imms) section resides within the Prevention Division here in Public Health – Seattle & King County. The CD-Imms section led the investigation of the first large domestic outbreak of COVID-19 that resulted in key discoveries about how SARS-CoV-2 spreads in the community including through asymptomatic and pre-symptomatic infection. The section is led by the chief and the deputy chief and is composed of 4 teams: Investigations, Analytics and Informatics, Immunizations and Administration.

We are a large, skilled, passionate team of ~100 FTEs that oversees the 65+ notifiable conditions caused by infectious diseases here in King County. We also lead immunization strategies to increase vaccine confidence and uptake with a focus on children, high-risk adults, and historically marginalized communities. Cross-collaboration across teams is central to our workflow and each team supports one another to achieve the objectives of the section.

Temporary opportunity. Term-Limited Temporary positions are "at-will" positions but are eligible for benefits. This TLT is currently anticipated to last 1 year.

However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels. As a result, the end date of this position may be adjusted based on those decisions. The County and the Department continue to work to secure long term funding sources.

This vacancy can also be filled as a Special Duty opportunity. For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial County probation. Work Location:HybridSome of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely.

Job Duties
  • Provide project management and oversight of the

Best Starts for Kids (BSK) Child and Adolescent Immunization Strategy promoting child and adolescent immunizations.

  • In consultation with the Child & Youth Immunization Team Lead, Immunization Manager, community partners and other stakeholders, assist in the formulation and execution of a project plan for the BSK Child and Adolescent Immunization Strategy.
  • Conduct contract monitoring duties which may include, but are not limited to, negotiating performance commitments and reporting requirements; conducting audits and periodic on-site visits to assure compliance with contractual obligations; reviewing invoices; and producing quarterly and annual performance and expenditure reports.
  • Based on strategic direction provided by CD-IMMS section and Immunization program leadership, draft RFP documents, including guidelines, application forms and rating tools, and implement RFP processes in accordance with BSK and PHSKC processes.
  • Provide technical assistance to partner agencies and support them in meeting project related goals and objectives.
  • Collaborate on youth engagement projects with BSK colleagues, community partners, and youth.
  • Cultivate and maintain formal relationships with other King County programs, community stakeholders and other partners to achieve shared immunization-related goals and objectives.
  • Interact closely with staff within Public Health and DCHS to support effective policy execution and communications on issues related to BSK, with an emphasis on child and adolescent immunizations.
  • Facilitate and/or participate in partner meetings as directed by the Child & Youth Immunizations Team Lead.
  • Participate in interagency - as well as local and state - committees and task forces such as the Washington HPV Task Force, providing information regarding the BSK investment in child and adolescent immunizations.
  • Establish and maintain relationships with health care providers and partners in key community agencies to promote PHSKC child and adolescent immunization goals and objectives.
  • Create an environment that fosters open communication, teamwork, commitment to quality service; fostering a culture of learning and continuous improvement.
  • Perform other related duties as assigned that support childhood and youth health advocacy and promote the value of pediatric immunizations.
  • Promote adolescent vaccines through targeted outreach and campaigns, focused on areas and populations that have been historically under-immunized by leading and implementing youth-led vaccine and health promotion work focused in South King County.

Experience, Qualifications, Knowledge, Skills
  • At least one (1) year contract development, execution, or monitoring experience.
  • One (1) or more years' experience collaborating with healthcare providers, community-based organizations, or other agencies that serve marginalized, historically under-resourced communities.
  • One (1) or more years' experience convening diverse partners (e.g., community-based organizations, schools, etc.) to gain their commitments and work towards achieving shared goals.
  • Knowledge of equity and social justice principles and practices, and understanding of the effects of place, race and policy, systems and environment-based inequities on marginalized communities and populations.
  • Knowledge of childhood and adolescent vaccines; vaccine preventable diseases; practices related to disease prevention and health promotion; and individual, community and structural factors that influence vaccination coverage levels.
  • Knowledge of RFP processes, including RFP development and management of the review process.
  • Knowledge of project management techniques and principles, analysis, planning and organization.
  • Excellent oral and written communication skills, including presentation and facilitation.
  • Demonstrated ability to work independently and as a team member.
  • Strong interpersonal skills and the ability to work effectively with individuals from diverse backgrounds and with varying opinions.
  • Demonstrated strengths of adaptability (i.e., ability to pivot and adjust to evolving environments and program needs).
  • Working knowledge of Microsoft Office Suite programs: Word, Excel, Outlook, etc.
