The primary purpose of this position is to advise leadership on procurement processes, policies, programs, and information systems and to supervise the staff's Acquisitions Policy and Operations Group.
  • Advises the Procurement Services Staff Deputy Director and Director on complex and sensitive acquisition policy and procurement operational matters.
  • Leads the development of Procurement Services Staff administrative and procurement policies and procedures.
  • Advises and provides counsel to employees regarding policies, procedures, and directives of management.
  • Prepares and updates policies, procedures, and plans applicable to acquisition programs to implement and supplement the Federal Acquisition Regulation (FAR), the Agency Acquisition Regulation (DIAR), Department Manual (DM), Office of Management and Budget (OMB) Circulars, Office of Federal Procurement Policy (OFPP) policy letters, Code of Federal Regulations, and other Federal government-wide policies and regulations for interpretation and application throughout the agency's acquisition program.

      Qualifications

      To qualify for the position of Supervisory Procurement Analyst at (GS , you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to.

      If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information).

      Basic Qualifications:

      A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

      AND

      B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

      C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.

      In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:

      Specialized Experience: For the GS-15, you must have one year of specialized experience at the GS-14 grade level or equivalent pay band in the Federal Service. Specialized experience is defined as: Drafting written or oral presentations to provide status updates or make recommendations concerning procurement, contracting, or acquisition activities; Performing cradle-to-grave contracting; AND Developing policies or procedures governing procurement, contracting, or acquisition.

      Mandatory Training: You must provide proof of an active Federal Acquisition Certification in Contracting (FAC-C) (Professional) or a Defense Acquisition University (DAU) Level III Certification in Contracting at the time of application. If the applicant holds a valid/current Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification, then the applicant meets the training requirement. If certification is expired, applicant must provide current transcripts showing the completion of the required 80 hours Continuous Learning Points (CLP).
