What will I do in this position if hired?


In this position, you will serve as a Supervisory Emergency Management Specialist (Operations Task Force Leader - OPTL) for Response and Recovery, Field Operations Directorate, Operational Coordination Division, in Region 5 or Region 10.


When deployed, the Operations Task Force Leader reports to the Operations Section Chief and is responsible for Leading ad hoc task forces to meet specific disaster goals and strategies.


Typical assignments include:
Supporting the OSC with development, coordination, and implementation of providing employee services to leadership and other stakeholders during deployments.
Facilitating communication, coordination, and collaboration across aspects of response by serving as a liaison to Field Operations.
Communicating any new policies, guidelines, or instructions to managers, supervisors, and or employees regarding personnel administrative requirements.
Submitting items for the Remedial Action Management Program (RAMP) to immediate supervisor. Hold personnel accountable for execution of assigned tasks.
Supporting and collaborating with PA staff, Maintain an accurate map of the completed areas of responsibility.
Ensuring accurate operational information is included on the ICS 215.
Ensuring task descriptions provide clear, concise direction, and performance expectations that support the incident objectives.
Coordinating / assisting with the Operations Section's development of the Incident Action Plan.
Explaining each subordinate's assignments in the context of the bigger picture.
Keeping subordinates informed of decisions, actions, and changes that affect them.

Establish work assignments, provide feedback to FEMA program and ESF leads on performance appraisals for personnel assigned to the Division.

Coordinating / assisting with the sharing of information between the local government, the Operations Staff, and the state/tribe.

Coordinating with geographic branch/division task force/crew leaders, single resources and ESFs/RSFs to prepare for the Operations Tactics Meeting, and other duties as assigned by the Operations Section Chief.

When not deployed,

the incumbent reports to the Operations Section Chief and will participate in exercises at the national, regional, and state levels.


Typical assignments include:


Advising on the development and documentation of business administrative functions and planning, that affect critical aspects of the IMAT mission as designated by the Operations Section Chief.

Providing and informing leadership of critical shortfalls on operational requirements and recommending resource adjudication.

Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites.

All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description.

Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Employees are hired under the Robert T.

Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service.

They can be hired under a streamlined process instead of a competitive process.

After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.

This position will be hired into a temporary 4-year, excepted service appointment. Appointments may be renewed based on workload, funding, and supervisory approval.
