Summary Organizational Location:
This position is with the Department of Homeland Security, within U.S. Customs and Border Protection,Air and Marine Operations located in Oklahoma City, OK.

Responsibilities The Program Manager supervises a variety of administrative professionals who are responsible for assessing the productivity, effectiveness, and efficiency of program operations or to analyze and resolve problems in the effectiveness and efficiency of administrative support and staff activities.

This position starts at a salary of $122, GS-14, Step 1) to $158, GS-14, Step 10).

In this position you will:

Review and recommend action on current and budget year programming and reprogramming actions to assure effective objective accomplishment within available resources Monitor resource utilization and in-house and external expenditures.

Direct schedules, coordinate and participates in resource management reviews to assess program or resolve problem areas. Evaluate the effectiveness of the organizational elements in terms of mission accomplishments. Qualifications Experience:

You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Planning, organizing, coordinating, controlling, and evaluating the activities of an organization(s).

Providing technical direction in project management, team building, facilitation, process improvement analysis, and the methodology required to develop and substantiate a business case for the selected project.

Managing the development, assignment, and higher-level clearance of goals and objectives of subordinate organizational units or lower organizational levels.

Performing contractor surveillance/inspection and acceptance, monitoring contractor activities and cost, providing input to contractor performance evaluations and utilizing various analytical methodology including but not limited to a wide range of statistical methods and tools, mathematical techniques, and process mapping.

Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 05/09/2024.

Residency:
There is a residency requirement for all applicants not currently employed by CBP.

Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years.

If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:

Leadership Training:
All newly appointed GS-14 first-time CBP Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include 3 weeks of in residence training in Harpers Ferry, WV.

Note:
This training may be waived if previously completed. Telework may be available on a regular recurring or situational basis.
