Duties

Major Duties and Responsibilities:


The National Intelligence Council (NIC) consists of the most senior intelligence analysts supporting the Director of National Intelligence (DNI) in carrying out responsibilities as the head of the Intelligence Community (IC) and as the principal adviser to the President for intelligence matters related to national security.

The NIC produces a variety of all-source, IC coordinated intelligence reports, including its flagship product, the National Intelligence Estimate, which represents the Intelligence Community's most authoritative statement on a key national security issue.


Work with the National Intelligence Officer for Weapons of Mass Destruction and Proliferation (NIO/WMD) to oversee the production of National Intelligence Council (NIC) strategic assessments on WMD and related issues, to include National Intelligence Estimates and other NIC assessments.

Serve as the NIO/WMD's primary deputy. Assist in managing the activities of the NIC/WMD team.

Represent the NIO/WMD at policy meetings, including at the National Security Council, and meetings with senior IC officials when the NIO is unavailable.


Serve as subject matter expert and analytic advisor on WMD and related issues in support of the role as the principal intelligence adviser to the President.

Liaise and collaborate with senior policy makers in ensuring that their priorities guide national-level intelligence analysis.

Brief senior IC members, policy makers, military decision makers, members of Congress, and other major stakeholders as necessary on the analytic assessment on WMD and related issues.


Develop and sustain a professional network with IC analysts and analytic managers to ensure timely and appropriate intelligence support to policy customers regarding WMD and proliferation issues.

Similarly, develop and sustain a network with industry, academic, think tank, and other US Government subject matter experts.


Work with the NIO/WMD and the National Intelligence Manager for Counterproliferation (NIM/CP) to develop the Unified Intelligence Strategy-Counterproliferation, in concert with analysts from across the IC.


Represent analytic positions in liaison relationships with key foreign intelligence services, government officials, and other experts on WMD and related issues.


Be familiar with and support the research and production plans on WMD and related issues of the Community analytic components, identify redundancies and gaps, identify strategies to address gaps, and advise the DNI on gaps and shortfalls in analytic capabilities across the IC.

Provide leadership and expert guidance to the planning, analysis, and application of a full-range of methodological tools and approaches to gain a comprehensive understanding of complex analytical issues and incorporate insights and findings into well-crafted, in-depth intelligence products

Mandatory Requirements:
Established and recognized substantive expertise in WMD and related issues


Superior ability to prepare finished intelligence assessments and other written products with emphasis on clear organization, concise and logical presentation.


Superior capability to direct interagency, interdisciplinary IC teams against a range of functional and/or regional analytical issues and work with and represent the community when analytic views differ among agencies.


Expert communication skills, including ability to exert influence with senior leadership and communicate effectively with people at all staff levels, both internal and external to the organization, to give oral presentations and to otherwise represent the NIC in interagency meetings.


Expert leadership and managerial capabilities, including the ability to effectively direct taskings, assess and manage performance, and oversee personal and professional development of all levels of personnel.


Expertise and experience in managing analytic processes, understanding intelligence community analytic capabilities and priorities, and working at senior levels across the community to drive analytic product.

Creative problem-solving skills and superior ability to provide leadership in carrying out mission responsibilities.

Superior ability to prioritize and manage multiple short-term and longer-term tasks and projects and perform senior staff functions as required in a fast-paced work environment.


Experience and expertise at effectively working with senior policy makers and war fighters, to include a deep and current understanding of their intelligence/analytic requirements and priorities related to WMD and related issues.

Experience working with academic experts and foreign liaison on the WMD and related issues.


Superior ability to produce analytic finished intelligence related to the subject matter issue, either as lead analyst or manager of analysts, and broad knowledge of the role of intelligence analysis within the IC.
