Duties

Enhance the organization's human resources by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices. Advise managers and supervisors of state and federal regulations and effective human resource practices with regard to employee issues. Evaluate the effectiveness of the organization's training programs and recommends areas of improvement. Prepare employees for assignments by establishing and conducting orientation and training programs. Enforce management guidelines by preparing, updating, and recommending human resource policies and procedures. Ensure adherence to legal and company policies and procedures and undertake disciplinary actions if the need arises. Prepare and improve HR systems for continuous organizational growth. Organize workflow and ensure that employees understand their duties or delegated tasks. Conduct new hire employee orientations, apprises employees of benefit options, and accurately completes requisite paperwork for new staff members.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required. This position is obligated. The selected employee is required to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time.

Qualifications

If you are a current permanent DHA Employee employed at a "lower GS grade": You will be considered for a Temporary Promotion opportunity. A temporary promotion may be made or extended up to a maximum of 5 years. A temporary promotion may be made permanent without further competition. You are encouraged to coordinate your interest in this assignment with your supervisor prior to responding to this announcement.

If you are a current permanent DHA Employee employed at the "same GS grade or higher": You will be considered for a Detail opportunity. A detail may be made and/or extended in 120 day increments. Specialized Experience: To qualify based on your work experience, your resume must describe one year of specialized experience which includes assisting with developing, initiating and implementing administrative policies and procedures for the department; planning, directing, and/or coordinating administrative task management support services; assisting with management of contract services for the department; and planning work to be accomplished by subordinates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-- no substitution of education for experience is permitted.
