Plan and coordinate all phases of the acquisition, implementation, and integration of Information Technology (IT) assets. Conduct extensive research and analytical studies and develops specifications, justifications, and economic analysis in support of selection and acquisition actions. Provide technical guidance and advice requiring a high level of skill in analyzing systems status as related to potential organizational business requirements. Perform as a senior technical advisor to functional users. Serve as authorized representative of the Contracting Office with responsibility for providing technical oversight in the procurement of IT assets and services. Evaluate existing systems and capabilities and initiates feasibility studies and cost benefit analyses to determine ways and means necessary to enhance mission performance.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. May be required to travel by military or commercial aircraft to accomplish temporary duty (TDY) 10% of the time. Must be able to obtain and maintain Contract Officer Representative (COR) certification. Employee must successfully complete the annual refresher training in order to maintain COR certification. This position has been identified as being a Key and Mission Essential (see additional information below). Employee must possess and maintain Security + and Network Computing Environment (CE) certification. Position designated as IT-I (AR 25-2) and IAT-II. May be required to work other than normal duty hours, which may include evenings, weekends and holidays.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience which includes performing data management planning, development, implementation to include log file analysis, system and data backup, security and operating system fixes and file recovery by using information technology (IT) systems such as computers, servers, and routers.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
