NOTE: This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis. This may involve working 12-hour shifts extended periods of time in support of 24-hour consequence management activities.\r

Main Purpose of Job

�The main purpose of this position is to actively coordinate\r
and assist in fulfilling the Maryland 9-1-1 Board's mission, ensuring\r
compliance with the Public Safety Article and Code of Maryland Regulations. The\r
role also entails identifying knowledge gaps, developing, and delivering\r
training, and maintaining training records for internal and external\r
stakeholders. Additionally, this position oversees the fiscal unit, ensuring\r
the budget is accurately programmed, planned, and executed in accordance with\r
the direction of the Board and applicable laws. This position also serves as a\r
subject matter technical expert on 9-1-1 operations to provide support to the\r
Board and all county PSAPs. Additionally, this position assists in the\r
direction of the daily operations of the 9-1-1 Board.\r
It plans, organizes, and supervises the work of subordinate\r
fiscal staff. It evaluates efficiency of operations and develops, revises, and\r
recommends new policies, standards, and workflow procedures, using new\r
technology where appropriate. It interprets and applies or the application of\r
agency policies, rules, and regulations to accomplish the work of the 9-1-1\r
Board. It implements new regulations and policies as directed by the Executive Director.\r
It sets goals and deadlines and oversees the workflow of the unit. It\r
coordinates workflow with administrators of other units in areas of work\r
spanning other MDEM units. It also coordinates leave and staff coverage of the\r
9-1-1 Board.\r

POSITION DUTIES

This role includes coordinating routine (annual) planning\r
sessions for the Board, overseeing the monthly remittances of the Maryland\r
9-1-1 Surcharge, reviewing, and analyzing project-funding requests for compliance\r
with policy and Board requirements, and providing training opportunities to\r
enhance the skills and capabilities of office personnel. Additionally,\r
responsible for budget planning, programming, and execution.\r

In this role, the primary responsibilities include\r
executing the directions and actions prescribed by the Executive Director and\r
the Board, ensuring compliance with the Public Safety Article by assisting in\r
the oversight of 9-1-1 Board functions, facilitating meetings for both the Board\r
and its subcommittees, and maintaining vigilant oversight and monitoring of\r
budgetary expenditures for the Board and Office.\r

MINIMUM QUALIFICATIONS

Education:\r
Graduation from an accredited high school or possession of a high school\r
equivalency certificate.\r
Experience: Five\r
years of professional work.\r

substitute 30 credit hours from an accredited college or university for each\r
year up to four years of the required experience.\r
2. Candidates may\r
substitute the possession of a Bachelor's degree from an accredited college or\r
university and two years of experience in administrative staff or professional\r
work for the required experience.\r
3. Candidates may\r
substitute the possession of a Master's degree from an accredited college or\r
university for five years of the required experience.\r
4. Candidates may substitute U.S.\r
Armed Forces military service experience as a commissioned officer involving\r
staff work related to the administration of rules, regulations, policy,\r
procedures and processes, or overseeing or coordinating unit operations or\r
functioning as a staff assistant to a higher ranking commissioned officer on a\r
year-for-year basis for the required experience.\r
