Summary The position manages all vehicle activities and programs associated with the John D. Dingell Detroit VA Medical Center.

This position will be accountable for program management of the Detroit VA Medical Center's facility fleet program, including the administrative duties associated with oversight and management over 110 fleet vehicles, including financial management of budget and fund control points.

The position will operate out of Facilities Management Service.

Responsibilities The major duties of the Program Specialist (Fleet Coordinator) includes, but is not limited to:
Performs administrative duties associated with oversight and management of over 110 fleet vehicles. Perform program management of the Detroit VA Medical Center's facility fleet program.

Provide guidance for special courier requirements for transport of lab/pathology samples, biopsies, pharmaceuticals, as well as pick up and deliver of isotopes and carcinogens.

Manages all phases of Fleet vehicle inspections, repairs, and data collection. Manages the Fleet vehicle acquisitions and disposals. Performs data collection and data input for the Monthly Utilization report. Provides management oversight of vehicle accidents, incidents and claims.

Provides informal general oversight for Motor Vehicle Operators (MVO), works with MVO Supervisor to ensure shuttles and other schedules are covered.

Provides instructions to ensure assignments are made, priorities and deadlines are set, and boundaries and objectives are defined, for the Fleet Management Program.

Ensures driver's licensing is valid for the type of vehicles that are driven, and ensuring TMS training is up to date.

Monitors activities of daily housekeeping of vehicles, care of equipment, and routine inspections are conducted. Manages the Fleet Purchase Card program for VA Detroit on a daily basis. Ensures the Fleet Purchase Card is used properly, conducting daily audits, and authorizing fleet card purchases. Schedules daily assignments for transportation schedules to support off-site leased locations, parking lots, and patient recreation trips. Reconciles Fleet card statements and updated account information. Performs internal control audits to prevent Fleet Card identity fraud, abuse, or misuse. Plans, organizes and directs vehicle maintenance and monthly utilization reports. Develops identification and processing procedures for vehicle abuse, accident and incident cases. Manages the vehicle maintenance functions or repair and quality assurance to ensure cost effective and efficient operations.

Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/14/2024. Time-In-Grade Requirement:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience:

You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to:
analyzing work processes and evaluating overall program operations; managing a transportation program and the services it provides; coordinating patient transports/transfers; planning and directing administrative activities within a transportation system; managing a program budget; analyzing program activities and making recommendations for performance improvements related to transportation services; establishing and planning work priorities and deadlines; providing technical and administrative instruction to unit employees; and using computer systems or applications to access, create, edit, or retrieve data

OR, Education:
Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have three (3) full years of progressively higher level graduate education, or doctoral degree (Ph.

D. or equivalent), or LL.M.

with a major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

This education must have been obtained at an accredited college or university.

NOTE:

OR, Combination:
Applicants may also combine education and experience to qualify at this level.

This can be determined by adding total qualifying experience as a percentage of the required experience and education as a percentage of the total required.

The total percentage must equal 100 percent. Only education more than the first 18 semester hours (i.e. beyond the first-year graduate level education) is creditable towards meeting the specialized experience requirement.

Preferred Qualifications:

Experience as a Fleet Manager performing program management activities such as tracking vehicle use, repairs, and maintenance; tracking and managing staff usage of government vehicles; and extensive knowledge of VA Fleet Management policies and procedures.

Physical Requirements:
The incumbent works in a climate-controlled office setting. However, it also involves periodic walking, standing, bending, and carrying of items including books and office supplies. Some long periods of standing, bending and stooping to observe work may be required in the work area. Some duties may include periodic driving to cover emergent situations to meet patient care requirements.

Travel is required for inspection of maintenance and repair work, accident investigation and occasionally vehicle operation to continue operations during emergency situations.
