Primary Services is excited to announce the role of Sr Contracts Engineer for our client, a leading company in the energy sector. This opportunity allows you to leverage your expertise in contract management and procurement strategy within a dynamic and fast-paced environment. The position is based in Houston and will support the renewal of Operating & Maintenance contracts for major power plants in Texas.


Responsibilities:

  • Manage Contracts & Procurement activities for the Integrated Power business unit.
  • Develop and implement the Contracts and Procurement strategy in accordance with local and company-wide policies.
  • Deliver mutually beneficial Operations & Maintenance Contractor agreements for power generation assets, ensuring compliance and risk mitigation.
  • Build and maintain strong partnerships with suppliers.
  • Execute large sourcing events to support operations, including managing tender processes for O&M contracts.
  • Assist budget holders in defining Master Procurement Planning.
  • Monitor and follow up on all expenditures related to contracts and procurement.
  • Analyze and consolidate procurement planning activities, issuing annual Master Procurement Planning.
  • Organize and implement procurement plans and Contract Committees according to established rules and procedures.
  • Ensure the application of Contracts and Procurement practices in cooperation with technical teams.
  • Promote synergy and globalization actions with other company entities.
  • Act as the focal point for all local procurement queries, ensuring effective communication between end-users and procurement teams.
  • Develop and implement KPIs for monitoring contracts and procurement activities.
  • Issue regular reports on contracts, procurement activities, and cost savings.
  • Ensure efficient management of suppliers, including pre-qualification, performance follow-up, and database management.
  • Promote the use of company frame contracts and monitor supplier markets.


Qualifications:

  • Bachelor’s Degree in Business, Supply Chain Management, or a related field preferred.
  • Minimum of 10 years of experience in contracts and procurement, with a strong understanding of industry contracting issues.
  • Proven experience in managing procurement and contract activities in the energy sector, particularly in the Gulf Coast region.
  • Strong organizational and analytical skills, with the ability to synthesize information and propose strategic initiatives.
  • Excellent communication skills, both written and verbal, with the ability to interface effectively with internal and external stakeholders.
  • Proficiency in procurement tools and software (e.g., SEQUANA, e-Sourcing, Spend Analytics).
  • Fluent in written and spoken English.
