What You'll Do

This Deputy to the Vice President position is a strategic hire with growth potential. The Consolidated Nuclear Security (CNS) Mission Assurance (MA) Vice President is primarily responsible for Environment, Safety, Health, Quality and Occupational Health Services. CNS is a nuclear manufacturing LLC with a total workforce of over 12,000 employees, and Mission Assurance has over 1,100 employees across two production plants, Pantex in Amarillo, TX and Y-12 in Oak Ridge, TN. This position reports to the Vice President of Mission Assurance and the Vice President reports to the Chief Operating Officer and the Chief Executive Officer.

The Deputy is a Senior Director position and serves as a senior leader in the MA organization that will assist the MA Vice President in strategic and tactical operations to timely deliver the Pantex and Y-12 site missions safely, securely and with high quality. They will establish, maintain and monitor MA staff organizations’ performance as well as any direct or matrixed personnel assigned to them. This leader provides MA representation, leadership and technical guidance across all operating functional MA organizations, other interfacing organizations, the executive leadership team, board of managers, local, state and national regulators, international entities, government agencies and the NPO and NNSA HQ customers.

Mission Assurance is comprised of the following organizations across both Pantex and Y-12 sites: Analytical Chemistry Organization (ACO), Quality, Environmental Safety and Health (ES&H), Occupational Health Services (OHS) and Operations Assurance (OA). Analytical Chemistry includes a lab in the Y-12 protected area and the offsite Union Valley lab. Quality includes: Quality Assurance, Quality Inspection, Metrology, Supplier Quality, Physical Testing and Quality Projects. ES&H includes: Environmental Compliance and Projects, Radiation Safety, Pantex Waste Operations, Environmental Projects, UPF Oversight and Safety and Industrial Hygiene. Operations Assurance includes nuclear explosive safety, explosive safety, project readiness and the Office of Enforcement liaison.

Strategic responsibilities include the maintenance of programs (e.g., safety and quality), as well as Management of company initiatives such as Value Stream Element Teams (VSETs), Enterprise Risk Management (ERM), Site Separation, and the Continuous Improvement program. Finally, they are responsible for forecasting organization workload to develop out year staffing and financial plans. Tactical responsibilities include assisting in the generation of performance reporting documents such as the Business Area Plan (BAP), Performance Self Assessments (PSA), Performance Evaluation Measurement Plan (PEMP), Functional Financial Reviews (FFR), Organizational Health Review (OHR) and the Board of Managers (BOM) report.

The deputy will be responsible for the National Nuclear Security Administration (NNSA) Production Office (NPO) and NNSA customer interface, including influencing the NPO weekly report content and providing the timely response to customer concerns in order to avoid Emerging Issue of Interest (EIIs) and Management Concerns (MC). They will also serve as Action Officer when needed to address emerging issues that require Senior Director Leadership that need resolution in a timely manner. Finally, they will provide temporary assistance to tiered organizations as necessary.

Minimum Job Requirements

  • Bachelor’s degree: Minimum 15 years relevant experience. Minimum 5 years of relevant supervisory/ management experience.

Preferred Job Requirements

This Deputy position is a strategic hire with the potential for growth. For that reason, the successful applicant must show competencies that they can be ready to perform at the Vice President level. The preferred candidate should have demonstrated successful experience in managing a large organization of 300+ employees across multiple spans (2+), layers (2+) as well as simultaneous multi-site accountability. The candidate must have at least 5 years of management experience, however, 20+ years of experience is preferable in a highly regulated high consequence production industry such as nuclear reactor, nuclear weapon or aerospace. Experience in delivering products to the Department of Energy and/or the Department of Defense is also preferred.
