About the Role:


The City of Atlanta is seeking a Deputy Chief Operating Officer responsible for assisting the Chief Operating Officer in the planning and directing of City operations and functions as assigned by the Mayor.


Reporting to the Chief Operating Officer, the Deputy Chief Operating Officer will be responsible for assisting in the management of department commissioners, communicating City goals and strategies, ensuring that the goals of the City are met, policy development, implementation and interpretation, and processing of associated paperwork.


In addition, The Deputy Chief Operating Officer will help to establish operating policies, build relationships across department and City organizations, help to develop and manage organizational budgets, and assist in plans for the long-term talent needs.


Primary Responsibilities:


  • Assist the Chief Operating Officer in determining staffing needs and ensuring appropriate utilization of personnel.
  • Work with Chief Operating Officer to plan for policy implementation through the execution of the budget and other policies.
  • Assist with planning and reviewing each department's goals, budget, and the implementation of new programs, operations, and policies.
  • Meets with the Chief Operating Officer and department Commissioners regarding major policies affecting the administration of the City and/or services or business.
  • Attends meetings to strategize on how to accomplish departmental goals and programs, discussing operational and inter-divisional issues, problems, and coordination with inter-agency managers and supervisors.
  • Discuss the effective and efficient operation of each department with department Commissioners through management of staff meetings, retreats and budget meetings.
  • Serves as a liaison and/or surrogate to the Chief Operating Officer with the department Commissioners to ensure understanding and interpretation of set policies.
  • Ensures department Commissioners are kept current regarding changes in policies, regulations, laws, and programs; and are trained and/or instructed accordingly.
  • Works with the Mayor and Chief Financial Officer to ensure that department Commissioners meet budget goals and effectively and efficiently manage budget operations.


Education:

  • Bachelor’s degree in Business or Public Administration.
  • Master’s degree in Business or Public Administration, Finance, or related area.


Experience:

  • 10-15 years’ experience in senior leadership in Business or Public Administration.
  • Excellent leadership, management, organizational, analytical, communication and interpersonal skills required.
  • Experience in gathering and analyzing information and developing actionable, well-reasoned recommendations to the COO and senior leadership.
  • Must be a strategic thinker, and a proactive business partner in a multi-business-line organization.
  • Must be collaborative, creative and flexible in management style with a commitment to public service and customer-focused outcomes.
  • Knowledge of general management principles and approaches.
  • Advanced knowledge of core technical and/or operations issues related to area of exceptional leadership and motivational skills.
  • Skilled in identifying strategic issues and developing long-term resolutions.
  • Ability to visualize and plan organization operations to accomplish strategic goals.
  • Exceptional ability to build complex relationships within an organization and with external constituents/partners.
