POSITION SUMMARY:
The Project Planner/Scheduler (PPS), PPS III, is an Mid-Level role with a full-time onsite effort involving multiple projects and /or large and/or complex projects that may require
coordination and management of supporting scheduling staff. Perform Earned Value
Management and Critical Path Method (CPM) scheduling support, prepare Schedule
Performance Index (SPI) and coordinate with project cost specialist to issue Cost Performance
Index (CPI), publish Schedule Reporting including Critical Path schedule forecasts, and adhere
to Change Control best practices. Work closely with document controls, cost management, and
project team groups such as project management, construction management, contractor leads,
QA, tech services, and engineering (WBS, CBS, risk management, change control, forecasting,
KPIs, metrics, and reporting included within).
The Project Planner/Scheduler is a key member of the project team and reports directly
to the Project Manager or Field Representative with a matrix reporting relationship to the Project
Controls Group, managerial oversight, training, administrative support and multi-project offboarding and on-boarding. The primary function of the PPS III is to lead the development and
maintain the master “Program” schedule and constituent “Project” schedules related to contract
scope or any other on-site client program work and ensure the project schedule reflects the
entire project scope with tasks that are linked in a logical relationship sequence.
Related tasks and deliverables; These functions include the mobilization, development,
implementation, and support of all Program Management Control Systems (PMCS), procedures,
training, and project staffing. Likewise, the PPS III is responsible and accountable for project
control components such as: Time management, schedule reporting, master schedule
maintenance, review and comment on 3rd Party schedules, Time Impact Analysis (TIA), cost
and resource loading, and regularly performs or facilitates schedule updates.
Manages the 3 - 5 week rolling look-ahead schedule, 90-day look-ahead schedule, critical path
analysis, schedule variance reports baseline vs schedule updates, prepares histograms of cost,
schedule, resource, and percent complete S curves (cumulative and per period).
PRIMARY RESPONSIBILITIES:
Allocation of Time: Tools and Systems Setup – 10%
1. The Senior Planner/Scheduler will coordinate with the mobilization team manager while the
project controls tools are procured, setup and configured, in accordance with the client
expectations and synchronized with client governance and policy, tools, systems and
procedures. The primary tool will be P6.
Allocation of Time: Earned Value Management Function – 20%
1. Develops and maintain earned value analysis.
2. Assigns resources (cost, labor or material) to activities and develops cash flow reports and
resource histograms.
Allocation of Time: Project Scheduling Function – 70%
1. Serves as the lead program or project planner, leading the entire project team to define and
understand key project scope, activities, priorities, WBS, critical path, codes, etc.
2. Facilitate integrated planning sessions (or similar) with key project stakeholders.
3. Develop key reports for executive, project leadership team and contractor level reporting.
4. Leads regular schedule meetings and highlights performance and drives resolution to issues
including schedule recovery solutions.
5. Guides scheduling staff, the project team and stakeholders with time management and
control.
6. Develops and updates summary level (Roll-ups) as well as detailed schedules.
7. Develops lists of design, procurement, construction, commissioning, and post construction
activities based on review of design documents, examination of site conditions and
discussions with Owners, design consultants and contractors.
8. Identifies major milestones, critical approvals, and long lead procurement items.
9. Determines reasonable schedule logic and constraints based on discussion with task
owners and/or teams.
10. Develops realistic activity durations based on production rates and available manpower
based on discussion with task owners and/or teams and trends.
11. Drives P6 based Gantt Schedules, Resources Loaded Schedules, look ahead and
milestones schedules.
12. Assist in developing Liquidate Damage milestones and dates.
13. Assigns resources (cost, labor, or material) to activities and develops cash flow reports and
resource histograms.
14. Evaluates critical and near critical path activity sequences.
15. Assesses actual progress based on site inspections.
16. Identifies schedule changes and trends.
17. Suggests corrective actions and/or develop recovery plans when delays are anticipated or
occur.
OTHER DUTIES AND RESPONSIBILITIES (List job duties which may be important to the
performance of the job but are not principal job functions).
1. Reviews engineer, architect and contractor prepared schedules and integrates with the
master schedule as needed.
2. Prepares post construction as-built schedules and lessons learned reports.
3. Performs such other duties as the Supervisor may from time to time if necessary.
BASIC QUALIFICATIONS/CERTIFICATION (Minimum):
? Strong experience in Primavera P6 software as a 'hands-on' user required.
? Experience in engineering and/or construction work process and activity sequence required.
? Experience in using and understanding earned value progress.
? BS or BA is preferred.
? PMP, AACE or similar accreditations desirable
EXPERIENCE (Years/Type)
1. Minimum of seven (7) years of related project experience
2. Experience in a similar lead planner/scheduler role with petrochemical or complex industrial
manufacturing (ideally food manufacturing) projects is a requirement.
3. Experience in managing projects through all phases of the project (engineering through
commissioning) is required.

POSITION SCOPE
1. Duties include preparing, coordinating, and reviewing process equipment and building
drawing packages, managing internal, contract and other resources involved in the design,
construction and engineering and supervising, assigning, scheduling, coordinating and
evaluating contractor work.
2. Consequences of unsatisfactory supplier performance can far exceed the transaction value
of the position.
3. Handle confidential specifications, drawings, and product/marketing information.
4. Has authority to direct/delegate Project Team effort to execute deliverables.
5. Communicate clearly and concisely with client, vendors, contractors, Field Staff, Project
Staff, and operational team
