Proposal Manager

Manufacturing Company with an amazing work culture in Tomball, Texas has an immediate need for a Proposal Manager

Position Summary: The proposal process involves the solicitation of bids from qualified companies for specific projects or contracts within the oil and gas industry.


The purpose of the Proposal Manager ? Houston role is to ensure the accurate completion of proposals for the Houston Sales team, review/approve purchase orders from clients, and maintain reporting for management on Proposal activities. In order to achieve these goals, the Proposal Manager ? Houston will prioritize proposal team activities to achieve the Sales team?s requirements and oversee/maintain all necessary proposal team processes/procedures. Additionally, coordination with the Sales team and management will be required to set and maintain pricing/costing standards in line with company financial objectives.

Essential Duties and Responsibilities: 1. Management of the Sales Enquiry and Quotation process in Houston from receipt of inquiry through order acceptance in coordination with the Sales and Project/Service teams while maintaining positive customer relationships. 2. Manage and suggest improvements for the proposal process to improve efficiency and accuracy. Continuous improvement and development of process, systems, and procedures. 3. Line management of direct reports and other staff assigned to the proposal team to ensure bid deadlines are met, while making key technical decisions (within competence) ensuring a high level of accuracy is present in all output. 4. Create a report of actual cost on completed jobs to find cost improvement on future scopes. 5. Value engineering of proposals for submission and provision of additional support throughout the proposal lifecycle, including external Client meetings, ensuring timely output, quality, and accuracy of documentation and supporting the Sales team with customer negotiations. 6. Coordination and collaboration with multiple departments to prepare and submit proposals, pre-qualifications, and clarifications as required in an accurate and timely manner in accordance with the proposal process in Houston. 7. Identification of potential risks and mitigating actions within an effective risk register while seeking guidance to minimize impact to the business. 8. Maintenance and development of data and information through the use of the company's bid management tools in accordance with Standard Operating Procedures. Provide regular reporting to management on the performance of the Sales and Proposal teams. 9. Management of the order acceptance and handover process through engagement of relevant departments prior to handover in accordance with proposal process 10. Support and work collaboratively with the Operations and Finance teams with regard to project invoicing in line with project proposals and incorporate feedback from project performance to improve future proposals.

6. Flexible ? the ability to take on additional responsibilities which are aligned to a fast moving and changing environment as driven by business needs and customer expectations. The ability to plan and accommodate varying workloads.
7. Data Analytics ? Be data driven to create reports while understanding how to interpret the data to offer suggestions on future proposal improvements

Essential: 1. Demonstrate clear evidence of commercial knowledge gained from a proposals or project management background, while displaying responsibility and professional conduct. 2. Business management knowledge is necessary, as the role has a significant influence on the company?s financial performance. 3. Good administrative skills are needed and must be computer literate with knowledge of current software packages such as Microsoft Office. 4. Possess excellent communication skills, together with the ability to work calmly under pressure while managing multiple complex proposals and other work to meet deadlines while paying attention to detail.


Qualifications:
1. 5+ years? Oil & Gas experience preferred.
2. Previous experience in a similar role and/or environment.
3. Must possess a valid US passport and valid driver?s license as travel to meet customers and clients is a necessity.
