PURPOSE OF THE POSITION: To provide guidance and support to Transition Bilingual Education (TBE) and Transition Program of Instruction (TPI) and general education staff to ensure high quality programming and to cultivate a rich learning environment for culturally and linguistically diverse students and their families.

SUPERVISORY RESPONSIBILITIES: Bilingual Supervisors, Bilingual Family Support Professionals, Bilingual Translators, Bilingual Data Support Professionals, and Bilingual Tutors

DUTIES AND RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. In addition to the requirements listed below, regular attendance is an essential function of this position.

  1. Ensures that all actions are in concert with the Board policies as well as the mission statement, beliefs, objectives, and parameters found in the Board’s strategic plan.
  2. Participates in job training and professional growth opportunities in order to enhance ability to perform the essential functions of the job.
  3. Performs other related duties as assigned for the purpose of ensuring an efficient and effective work environment.
  4. Designs and implements staff professional development programs to advance learning outcomes for English Learners (ELs) and coordinates with other departments and outside consultants for the development of programs as necessary.
  5. Oversees and evaluates the effectiveness of TBE/TPI programs, considering collected feedback and input for program development.
  6. Coordinates programs and activities which heighten awareness of multi-cultural education and equity issues in curriculum instruction.
  7. Ensures compliance with state and federal mandates for TBE/TPI service delivery.
  8. Oversees the selection and delivery of curriculum resources.
  9. Performs classroom visits to offer support and guidance to staff.
  10. Assists with the preparation of ESL teacher evaluations and Bilingual Department staff evaluations as necessary.
  11. Monitors and assigns staff software licenses.
  12. Creates monthly newsletter for staff.
  13. Oversees summer school for English Learners.
  14. Prepare and deliver activities for families, such as Parent University and Bilingual Parent Advisory Committee (BPAC).
  15. Assists in the recruitment and selection of high-quality ESL teachers.
  16. Assists the Executive Director of Bilingual with budgeting activities as needed.

QUALIFICATIONS: Bachelor’s degree (emphasis on second language acquisition or related area) required. ESL and/or Bilingual endorsement required. Master’s degree or an Illinois State Board of Education Type 75 Administrative Certificate preferred.

WORK CALENDAR: 12Months

WORKING CONDITIONS: Moderate in-district travel as well as intermittent in-state and out-of-state travel. Intermittent prolonged and irregular hours of work.
