Brief Description of Work:

Under the direction of the Assistant Vice President/Chief Maintenance Officer, the Director - Fixed Route Vehicle Maintenance provides oversight of all vehicle maintenance operations of the JTA-owned revenue and non-revenue rolling stock vehicles. This position helps ensure all maintenance activities are carried out in accordance with regulatory standards, manufacturer specifications, and JTA policies and procedures.


Essential Functions(s):

Plan and direct the overall activities and functions of the Maintenance Department, including bus vehicle maintenance.

Direct the development and implementation of an effective maintenance apprentice training program and technical library.

Implement procedures to improve fleet reliability and cleanliness on a consistent basis.

Oversee the supervision of maintenance shops to assure they are kept in a clean, organized and safe manner, to include overseeing the shop safety program.

Develop standard repair times and repair procedures for each unit to ensure that professional, quality maintenance is provided in a safe, reliable and cost-effective manner.

Develop and ensure maintenance standards and procedures meet regulatory requirements (including environmental and safety), manufacturer specifications, and agency standards.

Measure the daily performance of each unit in compliance with safety, productivity and repair procedures.

Prepare and present a comprehensive weekly maintenance financial and performance compliance report for each unit.

Monitor the performance of technicians, service station employees, technicians and clerical staff who are engaged in the maintenance and repair of buses, inventory, facilities, and passenger amenities. Encourage cooperation, coordination of efforts, and efficient use of resources by department staff and communicate with staff on issues such as customer service, operational requirements, and performance standards.

Design all preventive maintenance programs to ensure that vehicles, inventory, facilities, passenger amenities and equipment receive required service in compliance with federal, state, local and JTA requirements, including but not limited to Florida Department of Transportation (FDOT) Rule 14-90.

Responsible for the maintenance of a variety of computerized records and analyzes reports of work performed, materials used, fuel usage, daily reports and work orders.

Responsible for the preparation of technical presentations, PowerPoint presentations, memos, correspondence, specifications, reports, and statistical summaries.

Make staffing recommendations and justifications based on changes in conditions.

Conduct meetings with Managers and Maintenance supervisory personnel concerning day-to-day responsibilities and communications.

Conduct meetings with equipment vendors and service contractors.

Coordinate training for Managers, Supervisors and hourly employees.

Oversee the writing of technical specifications related to all revenue vehicles, support vehicles and equipment purchases, as well as overseeing the research and writing of service agreement specifications.

Responsible for compliance activities regarding hazardous waste requirements, hazardous chemical awareness and handling, and Material Safety Data Sheet guidelines.

Conduct and document disciplinary hearings as needed.

Prepare and maintain the maintenance department's operating budget.

Direct the capital purchases of maintenance-related items.

Perform other duties as assigned.


Minimum Qualifications:

Bachelor’s degree in Business or related field from an accredited college or university.

Minimum of seven (7) years of experience in vehicle maintenance. The degree requirement may be met with additional years of experience, at the discretion of Human Resources.

Minimum of three (3) years of supervisory experience.


Preferred Qualifications:

An advanced degree.

Possess a Florida Commercial Driver License (CDL).


Knowledge, Skills and Abilities:

Knowledge of state and federal laws and regulations regarding bus transit system safety and security. Knowledge of principles and practices of bus safety, principles and practices of system safety, and safety management systems.

Considerable knowledge of practices, techniques, tools, and equipment used to assess and accomplish vehicle and equipment maintenance and repair.

Knowledge of occupational hazards of fleet operations and safety practices and methods of promoting safety practices among fleet staff.

Knowledge of National Transit Database (NTD) reporting requirements.

Knowledge of employee and labor relations and experience working with union employees.

Knowledge of principles of management, supervision, training, and performance evaluation.

Knowledge of regulatory requirements related to transit vehicle maintenance, including Federal Transit Administration (FTA)/U.S. Department of Transportation (DOT) regulations, ADA requirements, and state and local regulations.

Proficient with Microsoft Office Suite, including advanced functions in Microsoft Excel, Word and PowerPoint; SharePoint administrator experience a plus.

A track record in budget management, stewardship and developing proven strategies to build multi-faceted external affairs and development programs.

Strong organizational skills and the ability to manage multiple projects and priorities simultaneously.

Ability to plan and coordinate large scale operations and programs relating to fleet maintenance.


Work Environment/Physical Demands:

The Director - Fixed Route Vehicle Maintenance is an in-office position requiring significant collaboration with colleagues and stakeholders. The incumbent may be required to work extended hours, including nights, weekends, and holidays, to respond to emergencies or to meet operational needs. The position may require occasional travel to attend meetings, conferences, or training sessions. Physical demands may include: keyboarding/typing/using a computer mouse, repetitive motion, and sitting for prolonged periods.
