Director of Housing

The Director of Housing for Women (Property Manager) is responsible for the overall management of safe, dignified, and welcoming housing for women of diverse backgrounds who are experiencing homelessness and housing instability. The Director manages 79 units of permanent supportive housing at the three properties owned by Abby’s House, including 56 units of LIHTC housing. The Director develops department goals and policies for approval and handles external relations for the department. The Director of Housing for Women oversees the performance of the property management department, including the Director of Maintenance & Facilities, Housing Specialist, housekeeping staff, and live-in House Managers. The Director reports directly to the Executive Director and is a key member of the Leadership Team and collaborates regularly with other senior leaders to oversee the success of the whole organization.
Essential Duties and Responsibilities
Responsibilities include, but are not limited to, the following:
· Develop and document all leasing practices and ensure consistent and timely implementation
· Oversee all processes, files, and deadlines related to tenant selection and LIHTC recertification requirements
· Successfully meets all compliance requirements of MHIC, EOHLC, Spectrum, auditors, and other external partners and meet reporting deadlines
· Remain up to date with Fair Housing Laws, LIHTC, HOME program, and other funding programs
· Educate residents about lease requirements, proper care of their units, and consequences of lease violations
· Coordinate with the Women’s Services Team about any resident issues and need for supportive services among residents and promote cooperative relationships among residents and opportunities for engagement
· Reconcile rents and review Accounts Receivable on a regular basis in collaboration with the finance team
· Oversee the preparation of ‘rent due’ notices, overdue notices, 14- and 30-day notices, and eviction notices on a consistent basis, according to approved written policies
· Consult with legal counsel as needed and assist with the eviction of tenants in compliance with court order and directions from attorney(s)
· Supervise the Housing Specialist and ensure compliance with all aspects of property management requirements
· Supervise the Director of Maintenance & Facilities and oversee the upkeep of properties
· Oversee emergency procedures for all buildings, and train residents and staff in procedures
· Oversee the implementation of unit turnovers in a timely manner, fulfilment of maintenance requests, and twice annual room inspections
· Oversee all maintenance files and inventories
· Recommend the overall annual budget for property management, oversee both income and expenses for properties, and control property management costs to stay within the budget
· Directs preparation of financial statements and reports on status of properties, such as occupancy rates and dates of expiration of leases.
