Position Concept: The Contract Specialist (CS) is an integral team member within the Procurement Contract team, responsible for developing and managing service contracts throughout their full life cycle. This role involves assessing initial requests, qualifying and sourcing vendors, forming and negotiating contracts, and managing contracts post-execution. Duties include contract amendments, business support for awarding scopes of work, and handling procurement functions in accordance with company policies and procedures.


Primary Duties and Responsibilities:

  1. Procurement Planning: Conduct procurement planning to determine the most effective contracting methods to achieve business objectives while protecting corporate interests.
  2. Contract Development: Assist and advise project teams in creating contract requirements, technical specifications, and scopes of work by reviewing and supporting developed documents. Provide guidance on contractual risk management.
  3. Contract File Management: Ensure proper setup and maintenance of contract files and supplier data in procurement applications for accuracy, functionality, and timeliness of information, including supplier master files and contract records.
  4. Contract Preparation: Prepare contract pro-forma, including general terms, conditions, and commercial terms, for bid solicitations, evaluations, and draft agreements.
  5. Negotiation and Execution: Facilitate the negotiation of agreements and contractual documents in collaboration with business leads, legal, risk management, regulatory, and other internal departments. Develop contract summary documents and route agreements for execution.
  6. Post-Execution Support: Assist in managing contract changes, facilitate purchase order creation in the company ERP system (SAP), and advise on claims, change management, and other procurement-related activities.
  7. Process Improvement: Identify and recommend best practice solutions to enhance procurement management execution and processes.
  8. Regulatory Knowledge: Maintain a working knowledge of federal, state, and local laws, regulations, and ordinances related to procurement practices.


Relationships:

  • Internal: Interact with all levels of management from the executive suite to field staff across various corporate departments.
  • External: Engage with vendor representatives as needed to support procurement functions.


Qualifications:

  • Education/Training: Bachelor’s degree in business, engineering, legal, or a related field.
  • Experience: Minimum of four years of relevant work experience in business management, contract management, engineering, construction, project management, or related areas.
  • Knowledge/Skills/Abilities:
  • Demonstrated experience in contract formation, administration, and management, including handling contract claims and disputes for engineering, construction, or technology-related contracts.
  • Knowledge of procurement, contracting, and supply chain principles, as well as contract management concepts, terms, and applicable laws.
  • Strong analytical and problem-solving skills, detail-oriented with the ability to manage multiple complex projects with high accuracy.
  • Ability to work independently and collaboratively in a diverse team environment, with effective interpersonal skills for communication with stakeholders.
  • Mid-level competency in Microsoft Office Suite, Adobe, and similar programs.
  • Preferred: Experience with ERP or SAP systems and familiarity with contract management software and e-signature tools.

  • Indirect Supervision: Provide training and mentoring to internal business leads on contractual matters. Expected to work well within the procurement team and multi-disciplined project teams.
