Position Details:


PeopleSoft Functional Financials and Supply Chain Subject Matter Expert with proven experience in the capability of PeopleSoft FSCM application with emphasis on General Ledger, Billing, Receivable, Project costing, Grants, Commitment Control, Inventory, Buying and Payable to work with multiple teams of composed of technical and business analysts to support FSCM 9.2 application. Provide functional support to the end-user community to support in ongoing usage of the PeopleSoft HCM application to its full capability.


Individuals must be able to define requirements based on current functionality and SME knowledge, as well as be able to map requirements to test scripts and confirm not only documented requirements but confirm current functionality against identified business processes and test scenarios. The ability to work closely with technical resources to map functional design to technical design is needed.

10+ years of experience on ERP(PeopleSoft)

3+ years of federal experience (Most Recent Years)

US Citizenship


Job Responsibilities:

  1. Provide daily user support and troubleshooting of issues.
  2. Functional liaison with the technical team for issues or enhancements needing IT support. Including working with users to provide applicable functional specifications and system testing of IT fixes and enhancements.
  3. Work with the technical team and functional users in planning for an upgrade to FSCM 9.2.
  4. Work with functional users to ensure continuous effective use of PeopleSoft FSCM.
  5. Aid users with using additional delivered functionality.
  6. Aid with leading requirement analysis sessions to gather key business aims.
  7. Work with team to continually build application business processes.
  8. Provide query power user support in the creation of advanced queries for team-shared use.
  9. On-going review of tax updates, patches, and bundles; including working with functional users to communicate, test, and build training in support of changes to applications based on applied bundles and/or patches.
  10. Work with the functional team to gather and document requirements to apply system solutions to business problems.
  11. Aid functional users in performing configuration changes, testing, training, and business process documentation as needed.
  12. Provide continuous mentoring and knowledge transfer to functional users.
  13. Perform other functional analyst support duties as needed.

Minimum/Required Qualifications and Key Experiences:

  1. A combined minimum of 10 years of operational experience supporting PeopleSoft FSCM 9.2.
  2. 10 + years of proven ERP system implementation/upgrade experience.
  3. 3+ full PeopleSoft FSCM Software Development Life Cycle (SDLC) implementations
  4. Worked as HR Functional Lead 2+ implementation and/or upgrade projects.
  5. Exemplified advanced knowledge in understanding of business requirements, processes, and implementation approaches for four or more of the following PeopleSoft FSCM modules: General Ledger, Billing, Receivable, Project costing, Grants, Commitment Control, Inventory, Buying, and Payable.
  6. Experience with configuring PeopleSoft ESS, MSS, and Workflow.
  7. Must be able to QA test development work and work with the technical development team to meet customer requirements.
  8. Advanced knowledge of HR business practices, workflow analysis, business systems design, and process re-engineering.
  9. Proven experience in requirement gathering, fit/gap analysis, documenting design, test planning, test scripts, etc.
  10. Accountable and strong rapport with technical counterpart and user community.
  11. Willing to provide leadership in developing functional skills in others through active knowledge sharing.
  12. Technical ability in developing user reports with PS/Query.
  13. Technical ability with SQL and PS/Query for reviewing data, troubleshooting and testing/confirming source system data.
  14. She has demonstrated the ability to handle multiple priorities effectively and efficiently.
  15. Demonstrated skill in verbal and written communication.
  16. Excellent issue resolution (problem diagnosis), analytical, and troubleshooting skills.
  17. Demonstrated commitment to and understanding of best practices in quality customer service.
  18. Advanced knowledge of MS Office products [with particular emphasis on Excel, Project, and Visio.


Education qualifications:

The Offeror shall propose a candidate with a bachelor’s degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline.
