WHAT YOU WILL BE DOING
The Software Engineer will play a pivotal role in the development, maintenance, and enhancement of software applications that support various County departments, including HR, Payroll, and Finance. This role involves close collaboration with these teams to understand their specific software needs and translate them into effective technical solutions. The Software Engineer will also troubleshoot and resolve software defects and technical issues promptly, minimizing downtime and maximizing productivity.
Primary Responsibilities of the Software Engineer include:
- Collaborate with HR, Payroll and Finance teams to understand their software needs and requirements.
- Conduct system analysis studies of present methods, integrated applications, objectives and all pertinent data, followed by the design of improved systems, using automated technology equipment and techniques, to produce the optimum solution to application needs of County departments, agencies, the public and remote users, and the most economical solution consistent with management operating objectives, equipment capabilities, and personnel resources.
- Manage the coordination between computer design, programming, database, data communications, software, and operations functions to ensure that responsive and satisfactory service levels are established and maintained.
- Maintain and enhance existing software applications, ensuring they are up to date, secure, and functioning properly.
- Troubleshoot and resolve software defects and technical issues promptly to minimize downtime and maximize user productivity.
- Create and maintain technical documentation, including system specifications, user guides, and standard operating procedures.
- Makes recommendations and coordinates software and hardware purchases, systems integration and installation, and the use of hardware and software to upgrade County capabilities.
- Collaborate with cross-functional teams to integrate software solutions with other departmental systems and ensure seamless data flow.
- Develops integrated applications, and participates in very integrated application development projects, by providing definitions, feasibility analyses, design specifications, programming, testing, documentation, and implementation consultation.
- Monitors and designs computer systems to handle the required task by identifying within the system operating framework, all input/output requirements and controls, database structure, and all procedures necessary for the establishment of the system. Prepares file layouts, report specifications, screen layouts and program specifications according to the established standards.
- Performs related work as required.
WHAT YOU WILL BRING
Education and Experience:
- Bachelor’s degree in Computer Science, Information Systems, or related field. Relevant work experience may be considered in lieu of a degree.
- Proven experience as a Programmer Analyst or similar role, preferably in a government or large organizational setting.
- Proficiency in programming languages such as Java, C#, Python, or similar.
- Experience with database management systems (e.g., SQL Server, Oracle) and data integration techniques.
- Familiarity with web development frameworks (e.g., ASP.NET, Django) and front-end technologies (HTML, CSS, JavaScript).
Required Skills/Abilities:
- Strong knowledge of HR, Payroll, and Finance processes and regulations preferred.
- Excellent problem-solving and analytical skills, with a keen attention to detail.
- Strong communication skills and the ability to effectively collaborate with both technical and non-technical stakeholders.
- Ability to work independently and manage multiple tasks and priorities in a fast-paced environment.
- Certification in relevant technologies or programming languages.
- Ability to interpret organization needs to design and integrate computer systems
- Ability to plan and organize department objectives and goals where only general guidelines exist
- Ability to present technical ideas and concepts in a clear and understandable fashion
- Ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions
