Job Summary:

We are seeking an experienced and highly motivated Director of Payroll and Accounts Payable to join our team. This role assists the Chief Financial Officer in planning, organizing, and directing the district's financial activities, specifically overseeing payroll and accounts payable functions. The ideal candidate will possess strong leadership skills, expertise in financial operations, and a commitment to fostering operational efficiency.

Looking for: hands on experience managing 3000+ employees on an in-house payroll

Key Responsibilities:

Leadership & Supervision:

  • Manage and supervise the Payroll and Accounts Payable departments, including assigning workloads, establishing work schedules, and overseeing professional and clerical staff.
  • Handle employee-related functions, such as hiring, transfers, performance reviews, and disciplinary actions.

Financial Oversight:

  • Maintain control systems to ensure expenditures align with budgetary appropriations.
  • Advise department heads and district officials on financial matters.
  • Prepare budgets for disbursements and assist in budget preparation.

Operational Management:

  • Collaborate with IT personnel to optimize existing computer systems (ERP and Kronos) for efficiency and accuracy.
  • Develop and manage production schedules for accounts payable and payroll functions.
  • Review and monitor internal controls to ensure proper checks and balances.

Compliance & Reporting:

  • Oversee state, federal, and local payroll reporting, including quarterly and annual filings (941s, W-2s, 1099s, etc.).
  • Keep abreast of IRS, state, and local regulations impacting payroll and accounts payable.
  • Ensure accurate preparation of reports

Customer Relations:

  • Address concerns and maintain open communication with personnel and external stakeholders.

Minimum Qualifications:

  • Bachelor's degree in accounting, finance, or management.
  • At least five years of experience in public finance administration or an equivalent combination of education, training, and experience.
  • Strong knowledge of payroll and accounts payable processes, financial reporting, and regulatory compliance.
  • Proficiency in using financial and accounting software systems.
  • Exceptional problem-solving, communication, and organizational skills.

Preferred Qualifications:

  • Familiarity with ERP and Kronos timekeeping systems.
  • Demonstrated experience in process improvement and change management.
  • Strong understanding of internal control procedures and audit processes.
