Division Chief, Human Intelligence

The USD(I&S) is the principal advisor to the Secretary and Deputy Secretary of Defense for all intelligence, counterintelligence (CI) and security, and other intelligence-related matters. The USD(I&S) provides overall policy and program guidance for Department of Defense (DoD) intelligence, surveillance, reconnaissance, CI and security activities. The USD(I&S) exercises Secretary of Defense authority, direction and control over the Defense Intelligence Agency (DIA), the National Geospatial-Intelligence Agency (NGA), the National Security Agency/Central Security Service (NSA/CSS), the National Reconnaissance Officer (NRO), and the Defense Counterintelligence and Security Agency (DCSA); and exercises planning, policy, and strategic oversight for all associated policy, plans and programs. The USD(I&S) serves as the Director of Defense Intelligence and principal advisor to the Director of National Intelligence on Defense Intelligence matters.
The incumbent will serve as the Division Chief, HUMINT Division, advising the USD(I&S) on all matters related to oversight of clandestine and overt HUMINT and HUMINT-related sensitive activities across the DoD HUMINT Enterprise. The incumbent also serves as the subject matter expert on all matters involving the operational use of individuals and is responsible for providing strategic guidance, conducting oversight, evaluating policies and directives, championing enterprise investment recommendations and advising development and integration of the Defense HUMINT Enterprise.
The Division Chief, HUMINT Division, reports directly to the Director, HUMINT and Sensitive Activities and supervises a small cadre of action officers to ensure performance objectives are met.

Minimum Qualifications Required Experience or knowledge of HUMINT activities or operational use. Knowledge of DoD, IC, and inter-agency organizations and their functional relationships, programs, and policies. Must be able to recommend courses of action and effectively communicate recommendations to senior DoD decision-makers.
Experience in and knowledge of policy development, program oversight/guidance, capabilities development and resourcing requirements. Joint command and/or military headquarters staffing experience is a plus.
Ability to manage and oversee sensitive DoD and IC compartmented programs and work in a fast-paced, dynamic environment with tight deadlines.
Strong written/oral communications skills with an ability to foster collaboration, lead groups, develop and advocate positions and negotiate compromise positions.
Applicant must have related intelligence experience commensurate with the level of responsibilities in this position. The experience can include military, civilian or private sector at Combatant Commands, Service components, Joint Task Forces, intelligence Combat Support Agencies, Joint Staff, Offices of the Secretary of Defense, or Offices of the Director of National Intelligence.
Ability to influence key leaders, customers or stakeholders involving problems or public policy issues that have great sensitivity of national or international consequences on legislation of mutual interest and concern; to negotiate with policymakers on the type, nature, and timing of policy analysis or legislation and to confer with and advise policymakers and their staffs on legislative approaches to national issues.
Ability to develop and maintain personal and professional contacts with senior civilian and military leaders and officials within DoD, the IC, the National Security Council Staff, liaise with executive branch appointees and/or Members of Congress and their respective staffs and other government agencies.
Conditions Position is special sensitive. Incumbent must be able to obtain and maintain a TS/SCI clearance with Polygraph. This is a drug testing-designated position. The incumbent will be placed in a drug testing pool and will be subject to random drug testing.
This position may require occasional CONUS and OCONUS travel.
Preferred Experience: Certified and experienced in conducting Category 1 level HUMINT Operations and recent experience overseeing, managing and/or Category 1 HUMINT activities and/or sensitive activities
Other Comments Master the necessary skills and abilities to execute policy, development, program oversight/guidance, capabilities development and resourcing requirements for the DoD HUMINT Enterprise.
