Collaborate with the DOL Salesforce Modernization Product Manager, Associate Deputy Commissioner of Technology, Deputy Commissioner, external vendors, and DOL business stakeholders to define project scope, objectives, deliverables, success criteria, and strategic alignment.

Create and maintain project documentation such as project charters, scopes, plans, status reports, and operational checklists.

Develop project work plans and schedules, including identification of necessary resources.

Load and track project work plans and schedules in the PMO’s enterprise reporting tool (e.g., MS Project Online).

Manage program scope, schedule, budget, and resources, ensuring high customer satisfaction.

Facilitate technical support, including architectural reviews, compliance reviews, and various project artifacts.

Manage project issues and risks to prevent barriers to success; serve as the escalation point for risk and issue mitigation/resolution.

Coordinate and manage meetings between DOL, vendors, and other Commonwealth of Massachusetts agencies; track feedback and action items.

Communicate modernization goals, objectives, schedules, and functionality clearly to development teams.

Develop and validate image acceptance test plans; drive image testing and acceptance processes.

Ensure team members have access to necessary systems for interacting with other team members, reviewing materials, and testing functionality.

Maintain budget spreadsheets, track vendor billing, and alert DOL senior management of discrepancies.

Preferred Knowledge, Skills & Abilities:

Minimum of 5-8 years of experience in IT project management, capable of managing complex, cross-functional IT projects.

Strong issue and problem management skills, including root cause analysis and troubleshooting.

Masters-level knowledge of Microsoft’s productivity suite (Office 365, Teams, SharePoint Online, OneDrive, Project Online). Power BI is a plus.

Prior project management experience with large public sector IT projects, understanding of Commonwealth of Massachusetts practices, policies, and budgeting is a major plus.

Familiarity with organizational change management, including end-user training.

Experience creating and implementing plans according to project goals and objectives.

Working knowledge of project management concepts as defined by PMI.

Knowledge of Agile/Scrum and ITIL concepts; Theory of Constraints is a plus.

Ability to manage multiple projects simultaneously in a highly matrixed environment.

Ability to handle multiple concurrent priorities with little or no direction, and meet established timelines.

Strong written and presentation skills, able to tailor information to an audience, establish rapport, and persuade others.

Strong interpersonal skills, including the ability to work across the organization and interact, influence, manage, and negotiate effectively at all levels.

Demonstrated leadership with strong organizational and customer service skills, attention to detail, and process redesign experience highly desired.

Understanding of software development lifecycle and release management methodologies.

Additional Qualifications:

Knowledge of implementing Salesforce and/or driving large Salesforce deployments is a significant advantage.

Experience managing a software or services project, including end-to-end product development and leading a team.

Proven ability in both waterfall and agile technology delivery methods, with an understanding of agile milestones.

Ability to build trusted relationships with stakeholders, senior managers, front-line leaders, and employees at all levels.

Experience with contract management and vendor interaction in delivering large-scale products or web services.
