This pivotal supervisory planning position within the Public Works Department (PWD) at NSA Monterey calls for exceptional individuals from diverse backgrounds—whether you are a Planner, Engineer, or Architect with the necessary professional credentials. As a cornerstone of the PWD, your role will be instrumental in orchestrating the success of both military and civilian operations at NSA Monterey.

In this position, you will manage resources effectively, oversee the planning and execution of mission-critical Navy infrastructure projects, and ensure that all documentation and reports meet rigorous organizational standards. You’ll craft detailed plans, develop resource requirements, set schedules, and devise acquisition strategies for Department of the Navy (DON) planning programs.

Your ability to communicate clearly with both subordinates and senior management will be vital, as you deliver compelling presentations and collaborate with Naval Facilities Systems Command SW (NAVFAC SW) leadership to enhance the quality of services and products. Duties and Responsibilites include the following:

Leadership and Supervision

  • Team Management and Direction: Direct and oversee a team comprising planners, engineers, architects, and technicians. Responsibilities include delegating tasks, evaluating team performance, and providing both work-related and administrative guidance.
  • Training and Development Oversight: Identify developmental needs and training requirements for team members. Arrange and coordinate necessary training sessions and professional development opportunities to enhance team capabilities.

Facilities Planning and Criteria Development

  • Strategic Planning Leadership: Lead the formulation of long-term, mid-term, and short-term land use and infrastructure planning strategies. Interpret and apply relevant planning criteria to ensure comprehensive and effective planning approaches.
  • Criteria Analysis and Recommendations: Review and analyze existing planning criteria, propose updates or develop new criteria to address evolving needs, and ensure alignment with established design standards.

Planner-in-Charge Responsibilities

  • Multi-Disciplined Team Leadership: Guide teams in conducting Facility Capability Gap Analysis, developing facility projects, and planning installation developments. Ensure integration of diverse elements and alignment with relevant policies and guidance.
  • Stakeholder Coordination: Interface with local and state political entities and business stakeholders to represent Navy interests. Explore and propose alternative development methods in collaboration with these groups.

Technical Expertise and Guidance

  • Technical Advisory Role: Provide expert guidance and recommendations in facilities planning, leveraging expertise in Navy and DoD facilities planning systems and criteria to support decision-making processes.
  • Contract Administration: Draft statements of work and government cost estimates for architectural and engineering contracts. Administer these contracts to ensure compliance with requirements and propose improvements as needed.

Project Documentation and Compliance

  • Documentation Oversight: Supervise the development and review of military construction and special project documentation, ensuring adherence to MILCON and special project protocols.
  • Quality and Timeliness Assurance: Ensure that products and documentation are delivered to customers in a timely manner, meeting or surpassing expectations for quality and cost-effectiveness.

Utilization of Planning Systems and Tools

  • Systems and Tools Management: Utilize and manage planning systems and tools, such as Geospatial Information Systems (GIS), to support and enhance planning and decision-making processes.

  • Data Analysis: Skilled in evaluating engineering, management, and economic data.
  • Alternative Development: Ability to develop alternative solutions and assess their benefits and drawbacks.
  • Abstract Planning: Proficient in applying complex planning concepts to uncertain or evolving situations.

Specialized Knowledge

  • Planning Systems: Extensive knowledge of planning systems used for facilities management, including experience with their key components and application in various contexts.
  • Contract Management: Experience with contracts, including training and serving as a technical representative on contractual matters.

Communication Skills

Effective Communication: Ability to clearly convey ideas through sketches, formal graphics, and both written and spoken communication.



Single Discipline Professional, General Engineer, and Community Planner Requirements:

Single Discipline Professional:

Must have extensive expertise in a specific field such as architecture, civil engineering, or industrial engineering. This includes the ability to analyze engineering proposals, drawings, and specifications, and to offer technical advice on project design, construction, and modifications. Typically, this expertise is gained through a four-year degree in engineering or architecture.

General Engineer:

Should have knowledge in at least two of the disciplines mentioned above. Proficiency is required in analyzing and providing technical advice on various engineering aspects and projects.

Community Planner:

Must have a strong understanding of community planning methods and techniques. Ability to offer technical advice on facility design and construction is essential.

POSITION REQUIREMENTS:

  • Valid Driver's License
  • Bachelor's of Science in Planning, Engineering, Architecture or related field.
  • Must hold a Professional License (P.E.)
  • Must hold U.S. Citizenship
  • Aged 18 or older at time of hire
  • Males born after 12-31-59 must be registered for Selective Service.
