STAND 8 provides end to end IT solutions to enterprise partners across the United States and with offices in Los Angeles, New York, New Jersey, Atlanta, and more; including internationally in Mexico and India.

We are seeking a highly experienced Project Manager 3 to oversee complex IT initiatives, particularly within the domain of data integration, analytics, and performance management systems. The ideal candidate will possess strong leadership skills, exceptional project management expertise, and a proven ability to manage cross-functional teams.

Responsibilities

  • Oversee resource allocation, work plans, and schedules for key PMAS initiatives.
  • Collaborate with internal offices to support cloud analytics and reporting.
  • Develop and publish project management documents compliant with directives.
  • Create RFPs for vendor-provided data management solutions.
  • Secure federal matching funds through the development of federally approved IAPDs.
  • Expand HHS data integration across multiple departments.
  • Ensure regular communication and collaboration with stakeholders, functioning as a unified team.
  • Establish strategic roadmaps for projects in partnership with vendors and divisions.
  • Conduct procurement activities to secure required vendor services.
  • Manage project timelines, resources, and deliverables.
  • Facilitate risk identification and resolution in coordination with leadership.

Qualifications

  • 8+ years of IT project management experience.
  • Expertise in data management solutions, data warehouses, and data analytics/business intelligence.
  • Strong understanding of project management lifecycle (PMLC) and software development lifecycle (SDLC).
  • Proficiency in Agile methodologies, including backlog grooming, sprint planning, and retrospectives.
  • Excellent verbal and written communication skills.
  • Proven ability to create concise project documentation.
  • Team management and mentoring experience.
  • Budget tracking and actual cost entry in project tools.
  • Effective risk management and problem resolution skills.

Preferred

  • Experience in healthcare or public health, especially within health and human services agencies.
  • Expertise in managing multi-agency or multi-department initiatives.
  • Familiarity with access and eligibility programs.
  • Success in motivating IT teams and managing matrixed project environments.
  • Ability to develop and execute detailed project management and quality plans.
  • Emphasis on collaboration with sprint teams and state agencies.

Additional Details
 The base range for this contract position is $80 - $90/per hour, depending on experience.

Our pay ranges are determined by role, level, and location. The range displayed on each job posting reflects the minimum and maximum target for new hires of this position across all US locations. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training. Qualified applicants with arrest or conviction records will be considered.
