The Town of Christiansburg is looking for multiple Construction Managers for different departments and a Contracts and Project Manager to join their team in Christiansburg, VA.

Position Requirements:

  • Construction Manager Requirements: 3 or more years of Construction Management experience & 3 years of supervisory experience, CDL B preferred
  • Contracts and Project Manager: 4 years of experience in civil engineering and construction project management

Construction Managers Responsibilities:

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; assists in hiring new workers; provides training to staff members
  • Plans and coordinates work activities; organizes, prioritizes, and assigns work; develops work schedules to ensure adequate coverage; creates and distributes work schedules and assignments; approves leave time and reviews usage; monitors status of work in progress and inspects completed work
  • Consults with assigned staff, assists with complex/problem situations, and provides technical expertise; conducts routine meetings with staff to discuss project objectives, material and equipment needs, work assignments, etc.; resolves special or unusual requirements on projects
  • Assists in developing and implementing department policies and procedures; conducts work site visits to monitor work in progress on all projects; ensures compliance with all applicable rules, regulations, standards, policies, procedures; initiates any actions necessary to correct deviations
  • Assists in directing, monitoring, and inspecting projects; reviews blueprints or work instructions; assists with the procurement of needed materials; monitors project

timelines and goals; provides updates on project status and estimated completion times as requested

  • Performs various financial tasks involved in department operations; assists in developing and administering department budget; capital improvement planning; monitors expenditures for adherence to established budgetary parameters; submits project cost accounting and project cost projections for labor, materials and equipment needs
  • Maintains inventory of stock materials to complete tasks; obtains, secures, and monitors pricing on materials and goods; prepares cost estimates on equipment; prepares and processes purchase orders; maintains related documentation
  • Receives and responds to complaints and inquiries; receives, answers, and remedies any difficult complaints or problems that cannot be handled by subordinates; keeps related records and makes required reports
  • Responds to emergency situations involving public works operations, such as water issues, sewer issues, road/street issues, utility locating, inclement weather and natural disasters; assigns and directs emergency work crews as needed
  • Uses excellent communication skills to provide responsible and complex support to supervisor(s), subordinates, Town employees/divisions, citizens, businesses, and agencies with respect to work activities, review status of work, exchange information, resolve problems, or give/receive advice and direction
  • Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; attends and/or conducts workshops and training sessions as appropriate
  • Performs other duties as required

Contracts and Project Manager Responsibilities:

  • Develops and/or reviews preliminary and final plans and designs for any of the following projects: traffic and transportation, utilities, vertical construction, drainage and storm water run-off, flood protection, grading and erosion control, and related issues; develops plans and designs using CAD and other engineering/drafting tools; develops engineering specifications for project construction based on programming assessment, design concepts, fundamental engineering principles, and approved development
  • Supervises, directs, and assists contractors and work crews; organizes, prioritizes, and coordinates work activities; monitors status of work in progress; inspects completed work to ensure compliance with contracts in regards to cost, schedule, specifications, and quality of work; provides technical expertise and assistance with complex/problem situations
  • Serves as project liaison to the public regarding concerns; receives and responds to inquiries and complaints; researches problems and initiates resolution of problems/complaints
  • Represents the project internally for all Town concerns; consults with program coordinators or other officials to review status of projects, review and resolve problems, receive advice and directions, and to provide recommendations; facilitates the coordination of project meetings, communications, and work activities between key business units, project teams, government agencies, and other participants; assists in resolving problems or conflicts between project participants; recommends solutions to problems and facilitates implementation
  • Oversees the administrative aspects of the project; negotiates and monitors budget and expenditures; updates project schedules and monitors progress of project in meeting established schedule; processes purchase orders, work orders, and invoices; reviews project progress reports submitted by contractors; coordinates acquisition and/or maintenance of required permitting; schedules inspections to ensure compliance with all regulatory requirements; facilitates adherence to all reporting and documentation requirements; evaluates and monitors progress against performance and quality measurements
