The Asphalt Group Safety Manager is required to be competent in the following:


Qualifications:

  • Heavy Highway/Civil Construction Safety Knowledge is essential for the role, specifically in the area of Road & Bridge construction and Asphalt/Concrete pavement installation.
  • Thorough knowledge of OSHA 29 CFR 1926 regulations for Construction
  • Thorough knowledge of FDOT requirements
  • Strong organizational skills
  • Ability to work independently with minimal oversight
  • Excellent time management skills
  • Excellent grammar and writing skills
  • Bi-Lingual in English and Spanish is essential
  • Ability to establish positive relationships with internal and external staff 
  • Strong supervision skills, particularly when concerning on-site sub-contractors
  • Communication and interpersonal skills to effectively manage and motivate employees and communicate objectives and safety action plans
  • Ability to research pertinent facts, data and other information from internal and external sources when conducting investigations
  • Proficient use of computer and corresponding programs – Word, Excel, PowerPoint
  • Ability to implement behavioral-based safety techniques to improve/maintain safety performance with field personnel
  • Ability to effectively perform OSHA required training courses with employees in a classroom or field setting 
  • OSHA 500 certification (or willingness to obtain)
  • CPR/First Aid “Train the Trainer” certification (or willingness to obtain)
  • Advance Maintenance of Traffic (AMOT) certification (or willingness to obtain)


Responsibilities:

  • The Safety Manager is responsible for assisting Project Management in directing the health and safety program to all Asphalt Group Employees and Sub-Contractors at a site level for all active projects and plant locations.
  • The position will assist the Group Safety Director in the development and oversight of all site-specific health and safety plans for all active construction projects
  • The position oversees the implementation of safety practices, audits jobsites and plants for safety procedure implementation, ensures compliance with company, OSHA, and FDOT safety requirements, and conducts a thorough investigation of all jobsite safety incidents
  • This position will monitor and document the effectiveness of safety control measures used throughout the projects via audits and assists project management and field personnel in the implementation of company safety polices and OSHA regulations. 
  • Provide health and safety leadership and direction to Project Managers, Engineers, Superintendents Foreman, and hourly personnel on multiple projects. 


Essential Job Functions:

  • This position requires a daily visual presence onsite to assist project personnel in identifying non-compliance and hazards associated with multiple projects.
  • This positions primary focus is on Behavior Based Safety (BBS) and the proactive approach on increasing safe behavior in all work areas. BBS focuses on reducing hazards, risks, and incidents by observing the behavior of a person(s) and determining what follows when this behavior occurs. 
  • Work closely with the Group Safety Director to help cultivate the Asphalt Group Safety Culture. 
  • Serve as the safety subject matter expert with all onsite employees and sub-contractors and their tier subs, as well as jobsite visitors.
  • Serve as the primary contact for all jobsite related safety issues and third-party incidents.
  • Responsible for establishing and maintaining positive working relationships with Asphalt Group employees and sub-contractors. 
  • Assist in the implementation of new safety regulations as they relate to Asphalt Group operations.
  • Ensure that project personnel are adequately trained in project emergency response plans and procedures.
  • Organizes and conducts classroom safety training as necessary.
  • Ensure New Hire Orientation is completed for or all new Asphalt Group personnel as applicable. 
  • Participate in weekly and or daily safety meetings with field personnel.
  • Act as the lead incident investigator, ensuring that all project incidents, accidents and third-party incidents are properly investigated by field supervision.
  • Conduct weekly jobsite safety audits - audits will include a summary report noting any deviations from the company policies and OSHA 29 CFR Regulations and corrective actions that may be necessary to promote the health and safety of workers and the public.
  • Audit subcontractor safety for compliance with company and OSHA regulations.
