The Idaho Division of Human Resources (DHR) is seeking a Communications Manager. This announcement will be used to fill a classified position located at the DHR Central Office in Boise, ID.
Summary:
To independently plan, organize, and implement internal and external communications strategies within the agency including social media, website content, newsletters and publications, brand collateral, and other related communications materials; perform related work.
Responsibilities:
- Develop, recommend, and implement communications strategies, goals, priorities, and monitor the effectiveness of those strategies.
- Create operational plans, policies, and procedures for communications protocols.
- Draft, develop, and/or oversee the publication and distribution of materials published by the agency to ensure consistent communications strategies and standards are met.
- Apply data and analytic insights to inform communication strategies and tactics
- Craft narratives and content, and implement through communications channels to advance the agency's work
- Develop and implement crisis communications plans as needed.
- Provide communication support for special projects, events, and initiatives
- Create and implement an editorial policy and calendar to support agency's goals and initiatives.
- Oversee and assist with the development of speeches, presentations, white papers, and other collateral for key stakeholder groups.
- Prepare videos, print, and digital media communications.
- Create internal communications strategies and protocols that foster employee morale and engagement.
- Develop and oversee a social media presence that aligns with agency communications strategies and legal requirements.
- Provide guidance and coaching to manager, supervisors, and senior leaders on communication strategies.
- Work with the Public Information Officer(s) to ensure alignment with communication strategies, priorities, goals, and responsibilities.
- Collaborate with HR, senior leadership, and others to make sure messaging is aligned with key agency strategies and goals.
- May develop and administer surveys to collect key information for agency leadership and stakeholders.
- Ensure accessibility of communication materials.
- May work with graphic designers and arrange for design and photography.
Minimum Qualifications:
Good Knowledge of:
- Effective communication strategies, including verbal and written communication skills.
- Current trends in digital and social media
- Writing, editing, proofreading, and layout and design
- Printing and publishing tools such as: Microsoft Word, Publisher, PowerPoint, SharePoint, Adobe In Design, Drupal, or WordPress.

- Managing a major program and supervising staff
