SummaryThe Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions.

This position serves as an Inventory Management Specialist in the Supply Chain Management Department at the Iowa City Veterans Affairs Health Care System responsible for the inventory and management of all expendable supplies and durable medical equipment in the assigned area(s).This job is open toCareer transition (CTAP, ICTAP, RPL)Federal employees who meet the definition of a "surplus" or "displaced" employee.

VideosDutiesThe TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field.

Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor.

Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location.

*Selectees will be required to sign Mobility, Training, and Continued Service Agreements.

This is a developmental position leading to a GS-09, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision.

The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.

Selection at a lower grade level does not guarantee promotion to the full performance level.

Major Duties include, but are not limited to:
Evaluating requirements for assigned inventory items.

Knowledge on concepts and tools used to evaluate fluctuations in usage rates, cost, and availability for established suppliers, alternative sources of supply and other similar conditions.

Awareness of practices and procedures for procurement of equipment and material.
Comprehend what data/information is needed to conduct analysis for acquisition planning associated with expendable supplies/materials and/or capital equipment.
Familiarity with methodologies used by acquisition/purchasing personnel in developing requirements, utilizing mandatory sources and standardization of sources.
Analyzing stock levels and usage history to determine calculation of funding levels to develop budget plans for assigned inventory.

Adjusting account records to reflect routine interventions required by changes in usage rate, pricing, additional vendors and other similar activities.

Recognizing well established and commonly applied supply methods to and associated systems and databases that are employed for records maintenance for personal property.

Performs other related duties as assigned.

QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/30/2024.Time-In-Grade Requirement:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Note:
Time-in Grade restrictions do not apply to the GS-05 level.

You may qualify based on education and/or experience as described below:
GS-05:

General Experience:

You must have 3 years of progressively responsible experience,1 year of which was equivalent to at least the next lower grade of (GS-04) that demonstrates the ability to: analyzes problems to identify significant factors, gather pertinent data, and recognize solutions; plans and organizes work; communicates effectively orally and in writing.

Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work.

Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled.

Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable.

Trades or crafts experience appropriate to the position to be filled may be creditable for some positions.

OR,Education:
Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have successfully completed four (4) years of education above the high school level in any related field leading to a bachelor's degree in an accredited college or university.

GS-07:

Specialized Experience:

You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization.


Examples of specialized experience would typically include:
Managing a variety of expendable items and durable medical equipment; Developing and supporting the creation of acquisition strategies to acquire and purchase durable medical equipment; Implementing federal and agency programs for the return and reutilization of medical supplies; Utilizing best practices, principles and tools, concepts and methodologies to determine and evaluate supply system performance; Communication skill, both orally and verbally to serve as a point of contact for the coordination of material support and the resolution of logistics problems
