As part of this mission, the Fire and Police Exams Unit is responsible for developing and administering merit-based entry-level and promotional exams under the direction of the Public Safety Civil Service Commission (PSCSC) and on behalf of the Seattle Police and Fire Departments to establish eligibility lists to fill entry-level, lateral, and promotional positions.

We strive to administer exams that are equitable, compliant, and transparent.

Through our administration of entry-level and promotional public safety exam processes, we aim to make our community safer and more equitable.

To support these goals, our team is looking for a Senior Public Safety Exams Analyst to lead civil service exam operations, reporting, and process improvement activities.

More specifically, this person will lead the implementation of new changes outlined in

City of Seattle Council Ordinance

, which includes increasing entry police candidate touch points, shortening police civil service testing cycles, and additional reporting and analysis requirements.
The three main focus areas for this role include :

Operationalizing Exam Changes and Process Improvements

:

Leading all public safety exam process improvement efforts, centering data, best practices, relevant parties, and equity
Supporting the unit in moving to a continuous civil service testing process, developing and implementing new candidate surveys, and developing and implementing a personalized candidate communication plan for police applicants
Data Analysis and Reporting

:

Leading all unit research, reporting, and analysis efforts, including those measuring the impact of exam processes and changes
Managing multiple dashboards and producing reports for all relevant parties
Project Management, Special Projects, and Exam Development and Administration :

Managing the unit data request form and responding to ad-hoc data and project requests
Supporting other exam activities as needed, including:

Developing and administering entry and promotional exams; providing customer service to candidates and partner departments; managing budgets, contracts, and records; managing public disclosure requests; facilitating development committees; supporting protest periods; and providing general logistical support
You will be most successful in this role with a combination of the following:

Support the Fire & Police Exams Unit in testifying and defending work before the PSCSC
Maintain neutrality and fairness for all candidates
Maintain the utmost level of security and confidentiality
Experience in:

Supporting, coordinating, and administering employment-related examinations (written, oral board, working tests, practical exams, certifications, etcetera), particularly public safety, civil service, or apprenticeship exams
Industrial or organizational psychology and personnel selection
Conducting statistical reports and creating data dashboards
Researching and interpreting rules, regulations, contracts, and policies and procedures
Processing and monitoring contracts and receipts
Project management and problem solving
Making decisions on emergent issues that will receive scrutiny and may result in

quasi-judicial/administrative hearings
In addition to the qualities mentioned above, you will need to possess the below required qualifications (or a combination of education, training or experience which provides an equivalent background required to perform the work of the class):

Bachelor of Arts Degree in Human Resource Management, Business or Public Administration, Social Sciences, or a related field
Three years professional experience in human resources, personnel administration, facilitating public safety exams, or other related experience
OR
Associate Degree in Human Resource Management, Business or Public Administration, Social Sciences, or a related field
Four years professional experience in human resources, personnel administration, facilitating public safety exams, or other related experience
OR
Five years professional experience in human resources, personnel administration, facilitating public safety exams, or other related experience
As well as:

A valid driver's license
Ability to pass a criminal background check
This civil-service position is eligible for overtime and is classified as a Personnel Analyst, Senior. The full pay range for this step-progression position is $ $59.63 per hour. New employees begin at Step 1 of the pay progression, which is $51.22 hourly. Current City employees' starting rate of pay will be based on Personnel Rules regarding promotions.
First round interviews for this position are tentatively scheduled for Tuesday, July 16 and/or Wednesday, July 17, 2024. Second interviews are scheduled for Wednesday, July 24, 2024.

(this date is flexible based on the availability of the new employee).

The work associated with this position will require the ability to lift 30 pounds and work overtime, evenings, and weekends.

This position offers the flexibility of a hybrid work schedule. Employees will be expected to be in-office twice a week. Individual schedules will be based on agreement between the employee and their supervisor.
Individuals selected to fill this position may be eligible to receive Language Premium Pay (SMC , which provides a $200.00 monthly stipend to qualified bilingual employees who are properly evaluated and assigned to provide direct communication in-language, interpretation, or translation services to the public on behalf of the City of Seattle.
