Job Duties:
  • Provide support to senior Human Resource Specialists in managing various programs such as leave programs, awards and recognition initiatives, telework arrangements, the employee assistance program, and drug-free workplace efforts.
  • Assist in maintaining and reporting workforce status data, including attrition rates, budget allocations for awards, and the utilization of work-life programs.
  • Participate in the orientation of new employees by educating them on work-life programs, benefits, retirement, and essential contacts.
  • Manage physical and digital records for designated responsibilities, ensuring compliance with Department of Navy recordkeeping standards.
  • Aid in data collection for suitability adjudications under the guidance of senior Human Resource Specialists.
  • Initiate requests for various personnel actions such as processing awards, leave without pay, separations, and disciplinary actions.
  • Communicate important information on work-life, benefits, retirement, and compensation to the NCIS workforce.
  • Utilize a range of IT tools to fulfill job requirements.
Requirements

Conditions of Employment
  • Must be a U.S. Citizen.
  • Must be eligible for federal employment.
  • Participation in the direct deposit pay program is mandatory.
  • Successful completion of the E-Verify employment verification check is necessary for new Department of the Navy employees.
  • Registration with the Selective Service System is mandatory for males born after a specific date.
  • Ability to acquire and maintain a required level of security clearance before starting the role.
  • Travel may be required to different sites, including remote or isolated locations.
Qualifications

QUALIFICATIONS: Referral to the Office of Personnel Management's Qualification Standard for Administrative and Management Positions
  • GS-05:
  • Experience:three years of generalized work experience, with at least one year equivalent to the GS-04 grade level. Demonstrated ability in problem-solving, data analysis, work organization, and effective communication.
OR
  • Education:completion of a Bachelor's degree from an accredited college or university.
OR
  • Combination of experience and education
  • GS-07:
  • Experience:one year of specialized experience comparable to the GS-05 grade level in human resources.
OR
  • Education:Bachelor's degree with specified GPA requirements or relevant coursework OR additional graduate study.
OR
  • Combination of experience and education
  • GS-09:
  • Experience:one year of specialized experience matching the GS-07 grade level in human resource specializations.
OR
  • Education:Completion of a Master's degree or equivalent in a related field.
OR
  • Combination of experience and education
Experience includes both paid and unpaid roles, including volunteer positions, that contribute to skill development and job readiness.

This role falls under the Department of Defense Priority Placement Program and may offer multiple positions. A conditional job offer may be withdrawn if pre-employment conditions are not met.
