Job Description:

Systems Technology & Research, Inc. (STaR) is seeking a Contracts/Subcontracts Administrator to join the Contracts team at our corporate office in Huntsville, AL. Candidate will support the day-to-day contract/subcontract requirements and can expect to interact and collaborate with the Program Manager as well as various departments such as Accounting, Billings, Payroll, and Project Control during the execution of a program to provide reporting, analysis, risk resolution and support on all financial aspects of a contract.

Qualifications/Experience:
  • Bachelor's degree in business administration or related field preferred with 10+ years of experience working in Federal Government Contracts environment.
  • Possess an active DoD SECRET security clearance or the ability to obtain a SECRET clearance.
  • Strong verbal and written communication skills.
  • Ability to establish and maintain a close relationship with internal and external customers.
  • Work independently and take a proactive role to assure that items are completed on or ahead of schedule.
  • Strong working knowledge of the FAR, DFARs, Joint Travel Regulation (JTR) and other related regulations.
  • Experience working with multiple contract types (CPAF, CPFF, LOE, FPLOE, FFP, T&M, Multiple Award IDIQs, etc.)
  • Experience with different Contract vehicles (EXPRESS, GSA, Seaport-NxG, OASIS+, etc.)
  • Pricing and proposal support experience a plus.
  • Must be proficient in MS Office Suite of products, with an emphasis on Excel and Word.
  • Experience working with Unanet GovCon ERP a plus.
Duties Include:
  • Daily Contract/Subcontract administration of STaR Prime and subcontracts.
  • Track Government funding: tracking will be at the Contract, Task Order and Project level; manage man-hours, material, ODCs and travel expenses to ensure that funding is managed accurately and appropriately.
  • Process and record travel requests for employees on various contracts.
  • Ensure that all travel is planned, coordinated, executed, and reported within the guidance and regulations set forth by the contract, FAR, and JTR.
  • Prepare and update budgets and forecasts.
  • Prepare monthly cost status reports and contract deliverables.
  • Validate prime and subcontractor invoices.
  • Enter Subcontractor data in FSRS monthly.
  • Verify employee weekly time sheets and expense reports.
  • Collaborate with Program Management, and Finance and Accounting to ensure charging and coding in Unanet are within contractual requirements.
  • Coordinate with Program Management to issue, monitor and update Individual Work Authorizations (IWAs).
  • Collaborate with Project Control to review and update Timecard Edit reports and electronically distribute Project Status Reports (PSR's), Project Labor and Non-Labor Details and Summary reports.
  • Support various audits.
  • Perform other contract-related duties as assigned.
  • Examples of other duties as assigned may include cost, price proposals preparation and/or support, preparation of estimates, ROMs or realignments, Wide Area Workflow (WAWF) entry, hours tracking and project control assistance.
