Physical Demands:
The work is primarily performed in an office environment and requires alternating periods of walking and sedentary work. Manual dexterity is required for operating office equipment. Typing and computer operation may involve long periods of hand and wrist movement.

Major Duties:


Serves as the liaison between the Research and Development Program at the VA Medical Center, the Office of Grants and Contracts at the VA's University affiliate, the VA Non-Profit Middle Tennessee Research Institute, and other VA research affiliates as needed, providing day-to-day guidance and counsel to investigators, research, and administrative staff on grants administration and compliance issues.

Has primary responsibility for the preparation, review and submission of each and every research proposal to VA Central Office (VACO) in Washington, DC.Assures that all proposals are administratively and technically correct, include documentation to ensure the availability and approval of necessary resources.

Has responsibility as Grants Coordinator for all VA ECHCS Research grant applications.
Responsible for determining and informing investigators of specific Requests for Applications (RFAs). Responsible for independently collecting and analyzing data used to prepare and submit a variety of reports. Establishes a system to ensure the timely submission of all research grant applications to meet Central Office deadlines.
Oversees the ePROMISE program a software computer program. Monitors data entry for the Research and Development Information System (RDIS).Requirements Conditions of EmploymentYou must be a U.S. citizen to apply for this job.

Specialized Experience:

You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.

Specialized experience is defined as Interpreting handbooks, directives, policies, guidelines, and procedures in relation to grant and award applications. Planning, organizing, and prioritizing administrative work and tracking projects. Applying analytical and evaluative methods and criteria to tasks to determine efficiency and effectiveness. Utilizing IT technology to complete work tasks and to understand software applications.

OREducation:
Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have 3 full years of progressively higher level graduate education or Ph.

D. or equivalent doctoral degree which demonstrates the knowledge, skills, and abilities necessary to do the work of this position.

ORCombination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education.

Per Office of Personnel Management General Schedule Qualification Policies, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.

A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
