Summary This position is located in the Bureau of Land Management, in the Socorro, NM Field Office.

Responsibilities The Field Manager serves as the primary leadership position providing direction, coaching and support to facilitate problem solving and accomplishment of Field Office goals and programs.

Creates strong mutual respect with and between teams and employees; In collaboration with employees, plans and schedules work by setting priorities, and develops schedules for completion of work.

Monitors work to ensure team members complete their tasks effectively and efficiently. Maintains good working relationships and coordinates with others on goals, priorities, organizational needs and achievements. Solves problems between and among teams by encouraging use of conflict resolution.

Resolves conflicting human resource demands between teams and obtains necessary resources for teams to produce quality products in a timely manner.

Assigns work based on priorities and capabilities of subordinate supervisors and employees; reviews work for adequacy and accuracy, policy and regulatory compliance and application.

Imparts guidance and instructions to employees. Devises and maintains record keeping systems to provide required information for production reporting, evaluation, etc. Recommends procedural, organizational, equipment, etc., changes to increase productivity.

Responsible for administration of a variety of management programs such as safety, upward mobility, cost reduction, sick leave, EEO, drug and harassment free workplace, overtime usage, employee engagement etc.

Establishes record keeping systems and monitors accomplishments. Establishes goals for employees in order to accomplish management objectives. Initiates corrective actions when necessary. Establishes policies, regulations, procedures, etc., to accomplish organizational objectives. Advises District Manager of program accomplishments, problems, and impact of changes. Ensures availability of equipment through property accountability.

Performs personnel management functions such as selecting employees for vacant positions; establishing performance standards and evaluating performance; identifying developmental and training needs of employees; providing and making provisions for training; and recognizing and awarding employee performance.

Approves annual and sick leave.

Effects disciplinary measures (warning, reprimand, suspensions, etc.) and may occasionally review, propose, and/or decide serious disciplinary actions up to and including removals.

Hears and resolves employee and group complaints, and refers unresolved issues to the District Manager. The incumbent is responsible for overall program direction, execution, and review of all activities within the Field Office. Responsible for planning, budgeting, organizing, implementing and evaluating a broad array of complex resource programs requiring intensive multiple-use management. The incumbent is the primary decision-maker for all land and resource program actions within the Field Office.

Prepares and makes policy recommendations and technical proposals, and is responsible for the liaison and coordination with Federal, State, local government, and regional offices, and citizen groups and business communities in matters related to these interests.

As Field Office property accountability officer, ensures proper management and utilization for real and personal property. Manages delegated Field Office responsibility for procurement functions in accordance with governing regulations and for maximum BLM benefit. Directs administrative activities in support of operational programs. Responsible for maintaining a sound organization that effectively and efficiently uses personnel, equipment, materials and financial records.

Coordinate management activities in a multiple use land management framework (multiple use includes the interactions with and the influences of resource management activities, such as livestock grazing and recreation, energy and mineral development, and transportation networks).

Build partnerships with outside organizations, cooperatively accomplish programs/projects of mutual benefit, obtain funding, and/or administer partnership instruments. Use Annual Work Plans or similar budget processes to prepare and monitor a program budget.

Interpret existing laws, policies, and manual instructions to accomplish a variety of technical and administrative decisions necessary in natural resource management.

MINIMUM QUALIFICATIONS:
To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

Specialized Experience:
Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) providing technical and administrative leadership, direction, and/or motivation of assigned employees; (2) administering and/or managing multi-disciplinary natural resource programs; (3) drafting and implementing guidance materials for program areas that identify major emerging issues, options, and/or strategies; and (4) coordinating and/or interacting with Federal, State, and local government officials, local interest groups, and the public to raise awareness of resource management activities

  • GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time in grade requirements to be considered eligible.
One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. (Must submit your SF-50 that shows Time-in

Volunteer Experience:

One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated.

You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education There is no substitution of education for experience at the GS-13 grade level of this announcement.

Additional Information Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service).

Time-in-grade requirements must be met by the closing date of this announcement.

Physical Demands:
Normally works in an office setting with occasional trips to the field. Occasionally required to walk moderately long distances over rough terrain during normal fieldwork.

Working Conditions:
Office work is accomplished in an adequately lighted and heated facility.

When in the field, subject to injuries when walking in rough terrain and exposure to uncomfortable hot and cold temperatures.

Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.

The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.


Tax Law Impact for PCS:
Moving expenses reimbursement is a taxable benefit.
