About the Role

The

Vice President of Clinic Operations

oversees the management of the

Guest House Counseling Clinic (GHCC)

in cooperation with the Director of Behavior Health Services.

This position will set strategy, oversee growth, and develop solid program evaluation models and tools ensuring all programs are adhering to identified program measures and outcomes and financial goals.

This position works to maintain the GHCC as a viable and sustainable service within the Guest House core programmatic structure as well as assumes the Program Administrator role for any contracted services for GHCC.

This position provides day to day hands on leadership in areas of operations, budgeting, financial management, program

development/expansion,

quality improvement, and supervision of the clinical team and medical prescriber(s).

As a member of the Guest House Executive Leadership Team, the VP of Clinic Operations will help lead the organization internally as well as represent the clinic externally.


Essential Duties and Responsibilities:
Directly responsible for supervision of the Guest House Counseling Clinic team and interns.
Ensures a strong and growing financial foundation for the clinic to increase operations.

Completes and maintains applications and necessary licenses to ensure GHCC compliance with funders, Medicaid, and WI regulations as they apply to the Clinic services.

Completes credentialing for new GHCC clinicians with all approved insurance panels with support from clinical assistant.
Ensures that an effective service delivery system is in place and functioning.
Develops systems, policies, procedures, and people to ensure effective coordination and communication among various departments and staff.

Maintains working knowledge and fiscal accountability to track programs, particularly related to proposals, contracts and grants, funding sources, program audit requirements, budgetary concerns, and problem resolution.

Prospects, manages, and oversees the development of new Guest House clinical programs and services including budget development.
Oversees and establishes protocol and infrastructure for data management. This includes the clinic database, and any new data system that may accompany a new funding source.

Develops collaborative relationships with other service providers and positively represents the Guest House in the community, at community meetings, and as key contact for all clinic partners.

Assists in training new and existing staff in data collection, program requirements, quality controls, and relevant policies and procedures.
Research and plan for conversion to an electronic health record system.
Ensures agency adherence to HIPAA, HITECH and other government guidelines and regulations.

Works in conjunction with the Executive Director/
CEO to carry out the mission, vision, and strategic plans of the Guest House.

Develops, implements, and periodically reviews agency policies and procedures.

Stays current on DHS 75/75.50, DHS 35, Medicaid, and Medicare updates, as well as federal and local legislation that may affect Guest House and the population we serve.

Is on-call during and potentially after GHCC business hours to assist in evaluating and managing crises.
Other duties and special projects as assigned by the
CEO.

Qualifications:


Working knowledge of various city, county, federal and private funding sources to support clinic operations, billing and securing new funding streams and resources.

Knowledge in Motivational Interviewing methodology, counseling and treatment of substance use disorders, mental health disorders and co-occurring problems.
Knowledge of case management methods in behavioral health care.
Ability to plan, implement and follow through on projects relating to the position.
Minimum of five (5) years relevant senior level program and management experience required.

Understanding of the needs and issues relating to homelessness, addiction, and mental health, and how to use knowledge to increase funding creatively and strategically for the clinic.

Excellent oral and written communication skills and able to write professional and technical documents.
Ability to effectively manage multiple projects with changing priorities.
Ability to lead and work as a team member and resolve conflicts effectively.
Goal and results-oriented and has high initiative.
Maintain a valid driver's license, vehicle insurance, and reliable transportation in compliance with agency requirements.
Must carry professional liability insurance in accordance with statutory requirements and have unrestricted approval to provide services.

Training and Experience:


While this role does not require direct clinical service delivery, the successful candidate will have strong knowledge and experience with best practices in the treatment of mental health and substance abuse disorders and modalities.

Understanding of the various levels of credentialing needed to operate the clinic in compliance with regulatory and funder requirements (such as Medicaid and Milwaukee County).

Understand behavioral health funding models and experience in growing a healthcare facility.
Crisis Prevention, motivational interviewing, de-escalation, and trauma-informed care training.
Experience working with program development and implementation including working with various program evaluation models.
Working knowledge of computer software including Microsoft Word, Excel and Access, Outlook, and Teams platforms.
